The leader of the Democratic Party, Sali Berisha, described the tall buildings in Tirana as "dark alleys" and "monuments of theft and corruption."

In a press conference, Berisha spoke about the structure of investments in the country and stated that a significant part of them is related to money that does not originate from the productive economy. 

Berisha emphasized that the phenomenon of purchased and uninhabited apartments creates a frozen economy, with no impact on employment or production, while serving only as a channel for the circulation of dubious capital. 

"Investments have dropped from 1 billion and 600 million to 800 million. With another 800 million investments, 32 percent of them are purchases of apartments and floors by Albanians abroad in Albania. So, you can see the towers, all the floors without lights. Lightless slums have been created in Tirana. What are these slums, monuments of theft and corruption? They are not unsold, but bought and locked up by mostly criminal groups, but also honest citizens. But closed doors do not create employment, production, they are frozen wealth and in a word, of course they are income because taxes are collected, but they do not bring anything. So there is less than 18 percent or less than 300 million left in total. Of the 1 billion and 600 million that are investments, 300 million were investments in 2004. This has the shamelessness to lie about everything ", emphasized Berisha.
