Businessman Behgjet Pacolli has announced that the Tirana Court of First Instance of General Jurisdiction has decided to lift the restrictive measures that, according to him, were imposed on the Vlora International Airport (VIA) company, paving the way for its administration by the majority partner, MABCO Constructions.

In a reaction published on social media, Pacolli described the decision as another victory in the legal battle between MABCO and the company 2A Group, a conflict that has blocked works at Vlora airport for months and has postponed its certification process.

According to Pacolli, the court has replaced the security measure imposed on June 5, 2026, which had blocked the holding of the VIA Shareholders' Assembly, where the change of administrator was foreseen.

"From today, no measure or judicial decision has any power against our society. We want to commit ourselves as soon as possible to opening the airport, for the good of Albania and Albanians," Pacolli writes.

The businessman claims that these very judicial measures have prevented MABCO employees and subcontractors from entering the construction site for months, causing significant damage and delays in the completion of the project.

Pacolli also announces that Judge Miranda Nakaj has been reported to SPAK, claiming that her decisions were contrary to the Supreme Court's decision. This claim was made by Pacolli himself and is not accompanied by a response from SPAK.

He called on the Ministry of Infrastructure, the State Attorney's Office, and the State Police to implement the court decisions and guarantee MABCO's access to the construction site, in order to complete the works.

Pacolli's reaction comes after a series of court decisions in the dispute between the airport partners. At the end of May, the Administrative College of the Supreme Court rejected the request for securing the lawsuit filed by Vlora International Airport and 2A Group, reversing the decisions of the two previous levels of judgment and restoring MABCO's rights to the company's administration.

The conflict between MABCO Constructions and 2A Group has led to interruptions in work at the airport, delays in the certification process and, according to the parties involved, has also affected the cancellation of flights planned by airlines and tour operators to Vlora.
