The difference between the value at which the buildings of the former Partizani Complex were privatized and what results from the SPAK expertise was at the center of the next session at the Special Court.
According to the Special Prosecution, Jamarbër Malltezi and the other persons who were recognized as owners of the land of the former Partizani Complex purchased the existing buildings for around 500 thousand euros, while the expertise conducted during the investigations values them at around 5 million euros, a difference that, according to the indictment, constitutes the basis of the economic damage caused to the state.
Elvira Lame, one of the experts who participated in the building valuation commission in 2008, testified at the hearing. During questions from prosecutor Enkeleda Millonai, she admitted that the commission referred to a 1997 document for the initial value of the buildings.
The prosecutor asked him if he was aware that there was also an accounting act from 2000 and whether investments made after 1997 had been taken into account.
" They made this one from 1997 available to us ," Lame replied, adding that communication was made with the Services Branch.
Asked whether investments made over the years were included, the expert stated that the commission had only evaluated state facilities.
" The Football Club was requested to evaluate only the state-owned facility and not the additions by third parties that were made without permission. We have determined the value only for the state property ," she said.
Millonai also asked if the valuation was made according to market prices.
" We couldn't do the evaluation as if we had apartments. You can't compare an apartment to the objects being evaluated ," the expert replied.
According to the SPAK file, the evaluation commission in the privatization procedure of the Partizani Multi-Sports Club determined that the value of the buildings was around 450 thousand euros at the current exchange rate. However, the expertise ordered during the investigations by the Special Prosecutor's Office concluded that their real value was around 4 million euros.
Even for the Partizani Football Club, the difference is considerable. The report compiled by experts Elvira Lame and Sali Preçi valued the complex at around 100 thousand euros, while SPAK experts valued it at around 1 million euros, about ten times more.
For the prosecution, these differences have caused economic damage of over 436 million lek, or about 4.5 million euros, to the detriment of the state.

Elvira Lame: Mbaj mend se më janë vënë në dispozicion genplanet pasi u caktova. Nuk më kujtohet kush i vendosi në dispozicion. Ne kishim komunikim me një degë që ndoshta quhej Dega e Privatizimit. Ka qenë dega e Tiranës. Kryetari apo specialistët na njoftonin se erdhi genplani apo akte të tjera.
Enkeleda Millonai: Nga Instituti Gjeografik i Ushtrisë keni marrë ndonjë hartë për Sport Klub Partizanin?
Elvira Lame: Hartën na e ka vënë në dispozicion kjo degë.
Enkeleda Millonai: VKM-të që kaluan pronën në Ministrinë e Mbrojtjes apo të Kulturës, i keni parë ndonjëherë?
Elvira Lame: Kur na janë vënë në dispozicion genplanet, i kemi parë në raport me vlerësimin. Nëse do ta shikoja edhe një herë raportin, do t'i shpjegoja.
Enkeleda Millonai: Sipërfaqja është përcaktuar 29 mijë m². Ju e keni nxjerrë rreth 26 mijë m². Mund ta shpjegoni diferencën?

Enkeleda Millonai: For the Partizani Multi-Sports Club, the area of the club that extends along Durrës Street. Do you remember the total area? You prepared it according to the 2003 Council of Ministers' Decision, where the area was also determined?
Elvira Lame: We prepared it from the acts that were made available to us.

Elvira Lame: We have had confirmation from the Municipality of Tirana for both areas.

Elvira Lame: I remember that the information was received from ASHK and ATP about the ownership. For Sport Klub Partizan we said that 866 m² was registered state property.
There was also state-owned land for the Multi-Sports Club.
