The two Albanians were part of a powerful criminal drug distribution group in Switzerland.
The Special Prosecution Office against Corruption and Organized Crime (SPAK) has sent the case file of Gëzim Bakalli and Erjon Loci, who are accused of organized criminal group and drug trafficking. The two Albanians were part of a powerful criminal group distributing drugs in Switzerland.
" Gëzim BAKALLI (alias Shkembim Cërmanji), accused of consuming the elements of the criminal offenses:
i. “Trafficking in narcotics”, committed in the special form of cooperation, that of a structured criminal group, more than once, in 15 (fifteen) episodes, provided for by articles 283/a/2 and 28 point 4 of the Criminal Code, in connection with article 334/1 of the Criminal Code “Commitment of criminal offenses by a criminal organization or a structured criminal group”...
...Erjon LOCI, accused of consuming the elements of the criminal offenses:
i. "Production and sale of narcotics", committed in the special form of cooperation, that of a structured criminal group, more than once, in 6 (six) episodes, provided for by articles 283/2 and 28 point 4 of the Criminal Code, in connection with article 334/1 of the Criminal Code "Commitment of criminal offenses by a criminal organization or a structured criminal group" , states, among other things, in the SPAK announcement.
From the investigations and interceptions carried out by SPAK in cooperation with the Swiss justice authorities, it has resulted that the criminal group, during the years 2018-2024, imported significant quantities of narcotic substances such as cocaine, heroin, marijuana and ecstasy, which were mainly supplied from Latin America and Germany. These quantities were further traded in the region of the Canton of Solothurn, as well as in other countries.
From parallel investigations conducted by the prosecutors' offices of the two countries, 12 people of various European origins were identified and prosecuted in Switzerland and Albania.
"From the acts administered in the interests of this criminal proceeding, it has resulted and proven that the Solothurn Canton Prosecutor's Office has continued to conduct investigations against several persons, including Albanian citizens, who, during the years 2018-2024, as part of a structured criminal group, have imported significant quantities of narcotics such as cocaine, heroin, marijuana and ecstasy, which were mainly supplied from Latin America and Germany. Further, these quantities were traded in the region of the Solothurn Canton, as well as in other countries.
"From the parallel investigations conducted by the prosecutors of the two countries, by applying special investigation methods, it has been possible to identify and prosecute in Switzerland and Albania 12 persons (Albanian, Swiss, Turkish and Italian citizens), who were involved in the illegal criminal activity," the SPAK announcement further states.
During the investigation, the persons involved in the criminal group were found to be using the "SKY Ecc" application to communicate and organize their drug trafficking. From the evidence administered, it results that Gëzim Bakalli had the role of leader and financier. At least 15 cases have also been documented when Bakalli trafficked drugs, while Erjon Loci had the role of Bakalli's assistant and was involved in the sale of narcotics in Swiss territory in at least 6 episodes.
"From the acts administered within the framework of mutual legal assistance in the criminal field, it has been proven that the defendants and their associates have coordinated with each other in these criminal activities, including through communications via the encrypted platforms "Sky ECC", "Threma" and "Signal".
"The defendant Gëzim Bakalli had the role of leader and financier in this illegal criminal activity, which he carried out in collaboration, in the form of a structured criminal group in 15 (fifteen) episodes, while the other defendant Erjon Loci is one of the persons who assisted the defendant Gëzim Bakalli in transporting and selling narcotics in Swiss territory in 6 (six) episodes ," the SPAK announcement further states.
Meanwhile, during the controls carried out by the authorities in Switzerland and Albania, 22.25 kg of heroin, 345.4 kg of cocaine, 1,000 kg of cocaine, 2 kg of marijuana, 10,000 ecstasy tablets, 2 (two) firearms (SIG 210, SIG 220), as well as combat ammunition, a women's "Rolex" watch, a "HUBLOT" watch, two recording devices, 2 camouflage hoods and written documents (purchase contracts, real estate and movable property), bank cards and six mobile phones were seized.

SPAK sends file 108/2024 for international drug trafficking for trial. The Special Prosecution Office against Corruption and Organized Crime completed the investigations and has sent for trial, criminal proceeding no. 108 of 2024 to the Special Court of First Instance, in charge of the defendants:
Gëzim BAKALLI (alias Shkembim Cërmanji), accused of consuming the elements of the criminal offenses:
i. “Trafficking in narcotics”, committed in the special form of cooperation, that of a structured criminal group, more than once, in 15 (fifteen) episodes, provided for by articles 283/a/2 and 28 point 4 of the Criminal Code, in connection with article 334/1 of the Criminal Code “Commitment of criminal offenses by a criminal organization or a structured criminal group”,
ii. “Grup i strukturuar kriminal”, kryer në formën e drejtimit parashikuar nga neni 333/a/1 i Kodit Penal,
iii. “Falsifikim i dokumenteve”, të parashikuar nga neni 186/1 i Kodit Penal (sa i përket lejes së drejtimit të automjetit/patentës kosovare),
iv. “Falsifikim i letërnjoftimeve, i pasaportave ose i vizave”, të parashikuar nga neni 189/1 i Kodit Penal sa i përket pasaportës kosovare),
v. “Falsifikim i akteve të gjendjes civile”, të parashikuar nga neni 191/1 i Kodit Penal (sa i përket kartës së identitetit kosovar).
Erjon LOCI, i akuzuar për konsumimin e elementëve të veprave penale:
i. “Prodhim dhe shitje e narkotikëve”, kryer në formën e veçantë të bashkëpunimit, atë të grupit të strukturuar kriminal, më shumë se një herë, në 6(gjashtë) episode, parashikuar nga nenet 283/2 dhe 28 pika 4 të Kodit Penal, në lidhje me nenin 334/1 të Kodit Penal “Kryerja e veprave penale nga organizata kriminale ose grupi i strukturuar kriminal”,
ii. “Grup i strukturuar kriminal”, kryer në formën e pjesëmarrjes parashikuar nga neni 333/a/2 i Kodit Penal.
Hetimet rreth këtij procedimi penal janë realizuar në bashkëpunim të ngushtë me autoritetet e drejtësisë zvicerane, Byronë Kombëtare të Hetimit si dhe strukturat e hetimit të Departamentit të Policisë Kriminale në Policinë e Shtetit.
Nga aktet e administruara për interesa të këtij procedimi penal ka rezultuar e provuar se, Prokuroria e Kantonit të Solothurnit ka vijuar me kryerjen e hetimeve ndaj disa personave, mes të cilëve edhe shtetas shqiptarë, të cilët, gjatë viteve 2018-2024, si pjesë e një grupi të strukturuar kriminal kanë importuar sasi të konsiderueshme lënde narkotike të llojit kokainë, heroinë, marijuanë dhe ecstasy, që sigurohej kryesisht nga Amerika Latine dhe Gjermania. Më tej, këto sasi tregtoheshin në rajonin e Kantonit të Solothurn-it, si edhe në vende të tjera.
Nga hetimet paralele të kryera nga prokuroritë e dy vendeve, duke zbatuar metoda speciale të hetimit është bërë e mundur identifikimi dhe procedimi në Zvicër dhe në Shqipëri i 12 personave (shtetas shqiptarë, zviceranë, turq dhe italianë), të cilët ishin të përfshirë në aktivitetin e paligjshëm kriminal. Autoritetet e drejtësisë zvicerianë kanë proceduar 10 shtetas shqiptarë dhe të huaj.
Me qëllim mbledhjen e provave që kanë të bëjnë me dokumentimin e aktivitetit të paligjshëm kriminal në territorin zviceran, lidhur me trafikimin, tregtimin dhe importimin e organizuar të lëndëve narkotike, janë kryer një sërë veprimesh hetimore. Nga këto veprime hetimore ka rezultuar e provuar se bashkëpunëtorët e personave të proceduar ose/dhe të dënuar nga autoritetet zvicerane të drejtësisë, të cilët kanë trafikuar lëndë narkotike në mënyrë të paligjshme në territorin e Konfederatës së Zvicrës në formën e grupit të strukturuar kriminal, si dhe e kanë tregtuar atë në territorin zviceran janë dhe të pandehurit Gëzim Bakalli, si dhe Erjon Loci.

As a result of the controls carried out in Switzerland and Albania, the following items were seized:
22.25 kg of heroin (with purity percentages ranging from 62% – 30.7%),
345.4 kg of cocaine (with a purity percentage ranging from 86.9% – 44.2%),
1,000 kg of cocaine, (remaining in the attempt)
2 kg of marijuana
10,000 ecstasy tablets
2(two) firearms (SIG 210, SIG 220), as well as combat ammunition
a women's Rolex watch,
a watch of the brand “HUBLOT”,
two recording devices,
2 camouflage hoods and written documents (purchase contracts, real estate and movable property),
bank card,
six mobile phones
In order to identify other associates of the defendants, Gëzim Bakalli and Erjon Loci, the criminal proceedings no. 108 of 2024 were separated into proceedings no. 108/1 of 2025, for which investigations are ongoing.
