What happened in the election of the broad leadership of the Democratic Party has brought about discussions, as it had not happened before.
Sali Berisha has brought to the National Council of the Democratic Party, a group of people who have always been close to him, even very close to him, but who have not taken on “official” positions or commitments in the Democratic Party. Although in fact, almost the entire list has been de facto people with executive influence in the political activities of the Democratic Party, both in power and in opposition.
The list is mainly composed of the so-called reserve cadre, who during the Democratic Party's rule, had important executive roles in the most important and powerful institutions of the state, as well as the most important public companies with the largest budgets.
The presence of a so-called reserve list or scala that is used by Albanian politics during the seizure of power is not only because Sali Berisha did it. For 34 years now, we have seen that parties, especially the big ones, but also others, have ready characters that they place in important positions, as they are the most loyal scala.
This is one of the factors of the crisis of representation and the lack of meritocracy in Albania. However, in the current case, we are dealing with a catapult of a list of people who have been the backbone of the deep state of Sali Berisha's second term. A "brigade" of "colonels" who have vertically controlled the Albanian state, and who have really turned into a problem of dissatisfaction, which can easily be considered one of the causes of the deep defeat of the DP in 2013. A defeat, which has never been analyzed with a cold mind, since we have not had a total flight to the left, but a clear protest of the right-wing voters who are upset or irritated. A significant part of the democratic voters went to the LSI in two consecutive elections - 2013, 2017, precisely to give a signal of disappointment with the vertical, family and tribal way that Sali Berisha has governed in his second term.
The return home in 2021 of a good portion of this vote occurred because they truly believed that Lulzim Basha, together with the internationals, had greater power than Sali Berisha within the DP, where most of the "reserve cadre" would no longer have the power they once had.
And in fact, this sensation was logical, since with the approach of Non Grata, Berisha's power seemed to be falling. But everything happened after Sali Berisha's expulsion from Basha, where a significant part of those who were upset with him had the illusion that they would use the doctor as a springboard for their careers.
Of course, that wouldn't happen. Sali Berisha is a politician who has made it clear from the beginning who he is in terms of the logic of selecting staff and creating cooperation.
The doctor's deals are last-minute pacts and not a political philosophy of the normal bedrock of the Democratic Party's political construction in opposition or government.
The entire list that Sali Berisha has introduced into the broad leadership of the DP are characters who during the 13 years of opposition have had important roles, especially after Sali Berisha's active return. Their official coronation in the DP is simply de jure, since de facto they have even been very active.

Anyone who had illusions about a deal with this grouping that is vertical and already conceived, has in all likelihood made the wrong calculations.
However, beyond this part, the illusions of those who thought they could cross the clan-clientelist fence, the most important signal is another.
Berisha is not building a political party to expand, but a closed organization for survival and resistance. A very strong one, even.
