"Partizani" file, former minister Genc Ruli in the GJKKO; 5 other names expected to testify today in the 5.4 million euro affair

The Partizni case centers on Jamarbër Malltezi, who is accused of corruption and money laundering. According to SPAK, he illegally benefited from a construction business worth 5.4 million euros thanks to government decisions taken by his father-in-law, the prime minister at the time.

Former Minister of Economy during Sali Berisha's government, Genc Ruli, arrived this Monday at the GJKKO to testify in the "Partizani" case trial.

The previous session was postponed due to the absence of defendant Fatmir Bektashi and his lawyer, Sokol Hazizaj.

This also failed to obtain the testimony of the former Minister of Culture and Sports, Ylli Pango and Violeta Shqevi, who were present in the room.

The court decided to notify several witnesses requested by SPAK for today's session, including former Minister of Economy, Genci Ruli, as well as former president of "Partizan", Paro Laçi. 

So, today, the following are expected to testify:

1-Ylli Pango, former Minister of Sports;
2-Violeta Shqevi, former director at the Ministry of Sports;
3-Paro Laci, former president of Partizan;
4-Genc Ruli, former Minister of Energy;
5-Tetis Lubonja, head of the legal sector of the Property Restitution and Compensation Agency;
6-Altin Ceni, specialist in the legal sector of the Property Restitution and Compensation Agency.

The hearing is expected to focus on the testimonies of persons who had institutional roles during the period when the procedures related to the issue of the "Partizani" sports complex were undertaken. The process continues within the framework of the judicial review of one of the most debated files in recent years in the country.

In this case, the key defendants are the Democratic Party leader Sali Berisha and his son-in-law Jamarbër Malltezi.

Earlier, two former defense ministers, Fatmir Mediu and Gazmend Oketa, testified at SPAK, while former Brigadier General Vladimir Qirjazi, the only one who opposed the privatization procedure and suffered by being expelled from the Armed Forces, also testified.

Qirjazi told the media that the request to sign a procedure that he considered illegal had been made by his superior at the time, Minister Gazmend Oketa. He was a valuable witness, who was questioned by SPAK as a person informed about the facts about a month ago.

"Partizani" file in SPAK  

The privatization of the 'Partizani' complex is a file that is already in the hands of the Special Prosecution Office. The head of the Parliamentary group in the Socialist Party, Taulant Balla, has indicted in 2020, former Prime Minister Sali Berisha, former Defense Minister Arben Imami, other members of the government led by Berisha, Jamarbër Malltezi, Sali Berisha's son-in-law, direct beneficiary of this property as well as the head of the Albanian Army headquarters along with the administrators and shareholders of two construction companies in that complex. The Special Prosecution Office Against Corruption and Organized Crime is investigating the issue of the privatization of the 'Partizani' complex for money laundering. 

The Partizani case went to trial on May 19, 2025.

Berisha is accused of having, during his time as prime minister, taken concrete actions to approve laws and bylaws that benefited his son-in-law, Jamarbër Malltezi, in the construction of palaces on the land of the former "Partizani" sports complex.

According to SPAK, he has benefited from income worth 5.4 million euros from a construction business in an irregular manner thanks to government decisions made by his father-in-law.

Berisha is being tried for 'passive corruption of senior officials'. 

Malltezi is also accused of corruption and money laundering. According to SPAK, he has illegally benefited from a construction business worth 5.4 million euros thanks to government decisions taken by his father-in-law.

Fatmir Bektashi is accused of corruption and money laundering, Malltez's partner and land heir Xhimi Begeja, and financier Andia Pustina, who handled the financial and legal affairs of the company "Homeplan", are accused of money laundering. In addition, three companies "Kontakt", "Homeplan" and "Studio Pustina" have also been sent to trial for money laundering.

    Ky mut jo prangat por edhe plumbin kokes e ka pak. Eshte mizerja qe beri minimin e heshtur te ekonomise se Shqipperise e shkaterroi vendin. Nuk e di pse eshte thirrur deshmitar ky qelbesire qe ka qene kapobanda e shkaterrimit e grabitjeve. Kj me jep pershtypjen qe SPAK tall bythen me popullin.
