This intentional act was sufficient to prove the existence of the criminal offense of abuse of office and corruption, but also of national treason.

In June 2020, while Albanians were busy dealing with the consequences of the pandemic and daily worries, one of the most serious affairs that has undermined the country's strategic interests was taking place in the highest offices of the Albanian army.

On June 17, 2020, with letter no. 3167, the General Staff of the Armed Forces, under the signature of General Bardhyl Kollçaku, expressed "agreement" to continue the procedure for leasing military properties in Limion Bay, Saranda, property of the Navy, in favor of the Ministry of Finance and Economy.

In the official document, the General Staff claimed that “the leasing of these properties does not affect the operationality of the Navy,” with the absurd reasoning that “readiness will be maintained through the construction of a new pier and supporting infrastructure according to the required standards.” In essence, this was the legal justification to pave the way for the disguised privatization of an area that for decades has been considered an important military hub for the protection of the coastline.

But later documents reveal the betrayal of the criminal General Bardhyl Kollçaku. The Supreme Court, in its decision no. 1001, dated 15.06.2022, has found that Kollçaku has given this "consent" without yet having the official statement of the Navy, the structure that actually administered the property. The Navy has expressed itself only one day later, on 18.06.2020, in letter no. 3192, clarifying that it had not yet given approval for the lease of the properties in Limion Bay.

So, when the Chief of the General Staff signed the agreement, he did so without the authorization of the competent body, violating every legal procedure and exceeding his official powers. This deliberate action was sufficient to prove the existence of the criminal offense of abuse of office and corruption, but also of national treason. Bardhyl Kollçaku has damaged the strategic interests of the Albanian state.

This is the moment when the general, who was supposed to defend the country's territorial sovereignty, chose to become a notary of the plans to hand over the sea to the oligarchs. His document became the key to opening the doors to abuses of military property on the coast, a process that was later investigated and for which the Supreme Court accepted the validity of the property seizure.

In its reasoning, the Supreme Court mercilessly attacks the treason scheme signed by General Bardhyl Kollçaku, clearly stating that his action directly jeopardized the national security of the Republic of Albania. The Court emphasizes that the “free disposal of military property”, i.e. its provision for private use, significantly increases the risk to the readiness and operationality of the Naval Force Command.

The court further warns that allowing a private party or “investor” to have access to military property is not simply a legal violation, but a dangerous act that harms national security and compromises relations with NATO. In short, any such firm, like Kollçak’s, is a firm of treason, which puts Albania at risk and undermines the trust of international allies in its ability to safeguard the secrets and defense structures of the state.

In fact, the court's decision is an official document that proves institutional betrayal; it shows that, at a time when the response from military structures should have been expected, Bardhyl Kollçaku signed on behalf of civil and economic interests, sacrificing the national interest for political or financial gains of certain groups.

Thus, the story of the "General of Gangs", as many officers who feel betrayed call him today, remains one of the darkest pages of the Albanian army after the '90s. A clear example of how national security columns can collapse with a single sign-on when they are led by people who sell the sea for a place on political lists.

This is not just a case of corruption, but an act of treason against the Republic of Albania and it is time for the investigations not to stop at documents, but to go all the way to the personal responsibility of those who signed, covered up and benefited from this scandal.
