Vangjel Tavo copies Edi Rama's model, creates "Himara Invest" and removes the Municipal Council's powers over lands, beaches and public assets...
The Mayor of Himara, Vangjel Tavo, has created the municipal company “Himara Invest” sh.pk, following the model of the Albanian Investment Corporation established by Edi Rama. With this decision, all local public assets, land, plots, beaches, forests and pastures, pass under the administration of a corporation directly subordinate to the mayor, removing the legal role of approval from the Municipal Council. The creation of “Himara Invest” coincides with the transfer of the Vlora Cadastre to Tirana, which raises suspicions of centralization of decision-making and avoidance of local control. The scheme gives Tavo full powers over the use, leasing and privatization of Himara’s public assets, opening a dangerous new chapter for the transparency and management of public property in the south of the country.
The model of Prime Minister Edi Rama, with the creation of the Albanian Investment Corporation, was recently decided to be copied by the mayor of Himara, Vangjel Tavo, by creating a company in the form of a municipal corporation named "Himara Invest" sh.pk.
This local corporation, owned by the Municipality of Himara and subordinate to Mayor Vangjel Tavo, will take over the administration of the lands, plots, beaches, forests and pastures that are the property of the municipality.
It is no coincidence that Mayor Vangjel Tavo signed the decision to establish the company "Himara Invest" on January 23, 2026, the day that the Director General of the Cadastre, Lorena Goxhobelli, signed the decision to transfer the Vlora Cadastre to Tirana.
With Tavo's decision, all local state assets in the territory of Himara were removed from the competence of the Municipal Council, as the legal authority that approves their leases, concessions or sales, and were transferred to the competence of Mayor Vangjel Tavo.
With this decision of Tavo, to make Tavo the legal representative of the company "Himara Invest" sh.pk, this rule will be implemented: the use and privatization of lands, plots, buildings, beaches, forests and pastures of the Municipality of Himara will not be approved by the Municipal Council, violating the law on local government.
Public properties of the Himara Municipality, which will be leased on an emphyteusis, concession or sold, will no longer be registered in the Vlora Cadastre, because there is no longer a functional cadastre there, but in the offices of the General Cadastre in Tirana, where the registers and cadastral service of Vlora have been transferred.
From now on, for any public property of the Municipality of Himara, only Vangjel Tavo will decide, as the executive authority, representative and decision-maker of the municipal company "Himara Invest" sh.pk, while the decisions will be implemented by his subordinates.
Just as Edi Rama acts with Albania's assets, which, after bargaining with his friends and clients, he passes on for implementation to the administrator of the Investment Corporation, Elira Kokona.
