The Rama government has approved another state guarantee in favor of “Raiffeisen Bank”, for loans taken by OSHEE and energy market operators, with 8% interest plus 1% commission. The decision of January 21, 2026 comes despite the fact that previous financing, including the 200 million euro guarantee of 2021, has not been publicly audited and the real financial situation of OSHEE is kept secret. Official documents and meetings show an ongoing relationship of the government with this bank, rumored to have links to the Russian oligarchy and a role in the circulation of suspicious funds in Albania. The scheme raises serious doubts about the use of state guarantees as a mechanism for masking losses and channeling public funds towards private interests.
Prime Minister Edi Rama continues the government's cooperation with Raiffeisen Bank, even though the US has blacklisted this group as a banking network that collects, circulates, and launders billions from organized crime, as well as for ties to Vladimir Putin's oligarchy.
Edi Rama's next bargain with "Raiffeisen Bank" was made with Government Decision No. 24, dated January 21, 2026, for the transfer of the state guarantee in favor of this bank, for credit contracts of electricity distribution and sales companies.
Point 1 of the decision provides a guarantee for the debt taken by OSHEE, OSSH, the Universal Service Provider and the Free Market Provider, with an initial value of 15 million euros.
This loan was obtained at an interest rate of 8% plus 1% commission, an extremely high interest rate compared to the rates that Raiffeisen Bank applies to other clients, to 11 other private banks, to international financial institutions, and to the interest rates approved by the Bank of Albania.
With this decision, the government has intervened financially to guarantee the repayment of debt installments owed by OSHEE, OSSH, the Universal Service Provider and the Free Market Supplier, but has not made public the initial loan obligation, the repaid portion and the remaining obligation.
In point 2 of the decision, it is stated that the government has acted as guarantor to "Raiffeisen Bank" for another 750 thousand euros, again with 8% interest and 1% commission, which will be received by the same entities, but without stating the repayment deadline.
The decision was signed by Prime Minister Edi Rama, while on behalf of the government, as the contractor for the guaranteed loan-payment at "Raiffeisen Bank", the Minister of Finance, Petrit Malaj, signed, who, according to the decision, appears as the bank's selector, but in fact the selection was made by the Prime Minister.
The 200 million euro loan of October 2021 and the fraud as if OSHEE comes out with a loss
On October 10, 2021, Edi Rama, under the alibi of the crisis following Russia's attack on Ukraine, approved a guarantee of 200 million euros for OSHEE, with the justification of not increasing the price of energy for household consumers.
The government also transferred this funding to "Raiffeisen Bank", but to date the Ministry of Finance and OSHEE have not drafted public reports on the fate of this funding.
For ten years, the financial situation of OSHEE has been kept secret. The only figures made public orally relate to the increase in the amount of energy purchased and, paradoxically, to losses of 70–100 million euros per year, which in fact constitute theft.
It has been proven by government decisions, such as the one dated January 21, 2026, that thefts in the energy sector are being masked by being passed through the dark channels of "Raiffeisen Bank", in the form of state loans and guarantees.
Prime Minister Edi Rama's ties with the owners of the "Raiffeisen Bank" group were also evident on September 23, 2025 in Vienna, when, together with five ministers, the director of the Investment Corporation, Elira Kokona, and about 50 builders, he held the "Albania - New Horizon" meeting, with the objective of investments in energy, roads, tourism and technology, in cooperation with "Raiffeisen Bank".
The selection of this bank is part of Edi Rama's scheme to channel state funds and assets to private individuals, through a financial institution sanctioned by the US for ties to Vladimir Putin's Russian oligarchy, through the "Raiffeisen Moscow" branch.
Meanwhile, in Albania, through fictitious transfers and loans, it has been discovered that "Raiffeisen Bank" has hidden, circulated and laundered billions of euros from companies such as "Bankers", "Bana King" and entities building towers, hotels and resorts, with government owners, oligarchs and traffickers./ Pamphlet

Po ashtu nepermjet ministrit financave dhe k/doganierit ky insistoi prape qe kompania Bankers Petroleum kete gjobe te mos paguaj deri ne 31 dhjetor/2025, ne menyre qe kompania Bankers Petroleum te perfitonte nga ligji i miratuar i "Paqes Fiskale" i cili hyri ne fuqi ne 1 Janar/2026, lidhur me faljen e borxheve per bizneset ne menyre qe ky detyrim doganor te ZEROHET. Pra, Rama mbeshteti vendimin e qeverise tij, ne 2022, qe bashke me Ballukun i pezulluan kete detyrim doganor kompanise Bankers Petroleum. Kjo loje e piste qe te beje me grabitjen e kesaj pasurie natyrore dhe shkaterrimin e saj nga kjo kompani koncesionare bashke me kupolen politike, qeverine, dhe gjithe drejtuesit e institucioneve shteterore deri ne nivelin e bashkive ne komunitetet prane vendburimit.
