From sham meetings to agreements left on paper, the prime minister's regional adventure left behind diplomatic costs and a dark financial hole...

After four years of promoting the “Open Balkans”, Edi Rama officially declared this project a failure on July 1, 2023. Documents and sources from the Ministry of Finance show that the government has spent around 23 million euros on this initiative, classified as expenses with economic benefit for Albania. Of this amount, only 500 million old lekë have been justified for two meetings in Tirana, while there is no public accounting for 22.5 million euros. The concrete product of this whole adventure remains 10 unimplemented agreements, raising serious doubts about the use of public funds and requiring a full investigation into the fate of the “Open Balkans” money.

After four years of wandering around with sham meetings in Albania, Serbia and Macedonia, held against the integration project of the Berlin Process, Edi Rama, the self-proclaimed "leader of the Western Balkans Region", on July 1, 2023 declared the failure of the "Open Balkans".

"Open Balkans" was the balloon of Edi Rama's psycho-delirium to proclaim himself a regional and world leader, but this adventure, in addition to the diplomatic cost, also had financial costs for the Albanian budget.

According to information received by "Pamphlet" from sources in the Ministry of Finance, it turns out that the government has financed 23 million euros for the "Open Balkans" project, financing classified as expenses for international agreements with economic benefits for Albania.

To calculate these 23 million euros, the Ministry of Finance, by verbal order of Edi Rama, removed funds planned for rural infrastructure investments and added them to the government's reserve fund, while the prime minister spent them on the "Open Balkans" adventure.

Of these 23 million euros, only 500 million old lekë are reflected as expenses for two meetings of the "Open Balkans" in Tirana, while there is no data on what 22.5 million euros were spent on.

These millions have been classified as expenses with economic benefits for Albania, but the truth is that the only product of Edi Rama's "work" with the "Open Balkans" are the letters of these 10 agreements, which remain only on paper:

1. Agreement between the Government of Albania and the Government of Serbia on the mutual movement of citizens.

2. Agreement between Albania and North Macedonia on the establishment of joint border crossing points.

3. Memorandum on facilitating imports, exports and movement of goods.

4. Memorandum of cooperation on free access to the labor market.

5. Cooperation agreement for protection against natural disasters.

6. Agreement on free access to the labor market in the respective countries.

7. Agreement on the interconnection of electronic identification schemes for citizens.

8. Cooperation agreement in the field of veterinary medicine, food safety and animal feed.

9. Agreement on cooperation in the field of accreditation.

10. Agreement on the mutual recognition of Authorized Economic Operators.

It could be said that these millions of euros were spent on Babloku's charter trips, banquets, gifts and hotels, but according to the State Treasury, these expenses were made with the annual funds of the Council of Ministers, through the Directorate of Government Services.

It is known that 500 million old lek were spent on the two meetings of the "Open Balkans" in Tirana, but it should be investigated where the 22.5 million euros taken from the state treasury ended up./ Pamphlet
