Judges and prosecutors who left the justice system for unjustified wealth or inappropriate contacts will train new lawyers.

According to a report by the Citizens' Resistance, a significant number of former judges and prosecutors who have left the justice system have ended up in university auditoriums as law professors.

For them, the law imposes a 15-year ban on returning to the justice system, but does not prohibit them from being teachers. This legal loophole, according to the Civic Resistance, has become an open gateway to universities, where former magistrates find free ground to continue their professional activity.

The document also cites the European Commission’s Rule of Law Report 2025, which notes that the fact that magistrates who resigned from the Vetting process can be training staff at the School of Magistrates “constitutes a serious deficiency.” Qendresa Civitare notes that the situation is broader: some of them lecture not only at private universities, but also at public ones, even in courses directly related to professional ethics.

" From our monitoring and student reports, it results that some of the former judges and prosecutors, resigned or dismissed by Vetting, have recently been engaged in public and private universities, even in the School of Magistrates, lecturing to law students. If a judge or prosecutor has left the system because he has not justified his wealth, had inappropriate contacts or avoided the assessment of his skills, it is unacceptable that the same person is today a teacher of professional ethics or the principles of justice for students. This damages the credibility of academic institutions and creates an open contradiction with the spirit of the justice reform, which aimed to remove figures without integrity from the system ," the report emphasizes.

The organization emphasizes that when figures who have avoided or have not passed the Vetting process are found in the auditorium, the message transmitted to students is that integrity standards can be bypassed, which risks distorting their professional formation. /Pamphlet

Kwta qe muk kane zbatuar ligjet por i kane shtremberuar tani na shfaqen si engjej qe do te mesojne brezin e ri si te vjedhin dhe ti bejne ndere polotikes ne kurriz te shtetit Shqiptar. Keta jane me te keqinj se serbet dhe se greket ose se dhe turqit. Turp fare e keqe....

            Këtë sistem drejtësie duhet një fshesë e hekurt për ti fshirë që nga pastruesja e institucionit deri kryetar të gjykatave po ashtu si bëri Sali Lugati më 1992 që i pushoi të gjith për të sjell gjykatësit dhe prokurorët e plepave që kanë bërë kërdinë duke rjepur popullin.
