The public debate over the Sazan Island development project has focused almost entirely on elite tourism, foreign investment and promises of economic development, presenting the island as a previously undiscovered natural asset that is coming to the attention of international actors for the first time, but the recently released account of Sibel Edmonds , a former FBI translator and one of the most well-known whistleblowers of American national security, overturns this narrative and shifts the beginning of Sazan's story several years earlier, specifically to 2016.
According to Edmonds, interest in Sazani did not arise as a civilian investment idea, but as part of a process of identifying isolated territories, similar to the models that have been used for years by powerful financial and criminal networks, where the central figure has been Jeffrey Epstein, along with a wide circle of associates, investors and intermediaries operating between the United States, the Caribbean, the Middle East and Europe.
In her narrative, the year 2016 marks the moment when, after the increase in public attention on the 'Epstein' island in the Caribbean and after the start of legal crackdowns that made that space unusable, the networks associated with it began to look for geographical alternatives, not to replace a single island, but to distribute activity to several new points, away from strong jurisdictions and away from the Western public eye.
Sibel Edmonds describes that at this stage there was no talk of purchase, construction or concrete projects, but of a silent assessment of the territory, where Sazani was put on the map due to its geographical isolation, lack of civilian population, military history and the fact that real control over the island could be exercised through political relations and not through standard legal procedures.
In Edmonds’s account, Sultan Ahmed bin Sulayem does not emerge as a “tourism investor” or as someone looking for beaches or resorts. He emerges for another very concrete reason. For more than two decades, bin Sulayem is the figure who has built and run DP World, one of the largest port operators in the world, a company that deals not simply with ships and containers, but with territory control, access, borders and zones that operate under special rules. In practice, DP World has managed ports and closed zones in countries where the state allows a space to be separated from the rest of the territory and to operate according to political agreements, not ordinary law.
According to Sibel Edmonds, this experience is precisely why bin Sulayem appears in early discussions about isolated territories. It is not about buying islands, but about how closed enclaves are created, where entry, exit and presence are controlled by a few hands, while the formal state remains outside the everyday life of that space. The models that Edmonds describes are those of special ports, free economic zones and islands where the rules are different and where authorities enter only when invited.
In the same circle, figures from private security and dark operations are mentioned, including Erik Prince, founder of Blackwater, known for his involvement in paramilitary projects, legal gray areas, and collaborations with states and private actors in territories where the rule of law is weak or negotiable.
Albania was praised not for its natural beauty, but for its position in international human trafficking networks, where, according to Edmonds, the Albanian mafia has played a central role for decades, supplying markets in Europe and beyond, while the links between organized crime and politics have guaranteed cover and non-interference.
The narrative describes Sazan as a territory that met all the conditions for this model, a closed island, with legacy military infrastructure, with tunnels and internal structures that allow invisible movement, and with a status that makes it easy to justify access restrictions.
According to Edmonds, what is being presented today as a tourism project is the final stage of a much longer process, where the territory is initially identified and kept out of the spotlight, to then be repackaged with a publicly acceptable narrative.
Along these lines, the involvement of other political and financial figures in subsequent years, including names associated with the American administration and Middle Eastern investments, is seen as a continuation of a previously built model and not as the beginning of a new story.
