While the Durrës Prosecutor's Office has issued 33 arrest warrants for officials and businessmen involved in the smuggling of 102 containers of hazardous waste from "Kurum", the former Minister of Tourism and Environment, Mirela Kumbaro, has remained outside the investigative file. Documents show that the permit for the transport and export of waste was signed by her in April 2022, which makes her directly subject to criminal liability. However, instead of the case being transferred to SPAK for competence, the investigation has been limited to subordinates and implementers, strengthening suspicions of political immunity and double standards in the criminal prosecution of environmental affairs.
The Durrës Prosecution Office has signed 33 arrest warrants for officials and businessmen involved in the smuggling scheme of 102 containers of hazardous waste from "Kurum", seized about to leave the Port of Durrës bound for Thailand.
Among them are the owners of the company "Sokolaj" sh.pk, customs officers and the former director of the National Environmental Agency, Arta Dollani, accused of violating the law in waste treatment.
But the Durrës Prosecution Office has left the former Minister of Tourism and Environment, Mirela Kumbaro, out of the investigation file, even though she issued and signed the decision to provide the company "Sokolaj" sh.pk with a permit for the export and transport of hazardous waste.
The document that "Pamfleti" is publishing is Act-Approval No. 3732, dated April 22, 2022, signed by Mirela Kumbaro, for the provision of the company "Sokolaj" sh.pk with an Environmental License, Category "III.2.B", for the transport and export of hazardous waste.
Based on this documentary evidence, the Durrës Prosecution Office had and has a legal obligation to include former Minister Mirela Kumbaro in the investigation file, as it turns out that she gave permission for the smuggling of hazardous waste from "Kurum".
It should even be investigated whether Mirela Kumbaro illegally granted this permit and did not register or archive it as an official act, or whether she disappeared after the waste scandal broke out, while the permit was found in the files of the company "Sokolaj" sh.pk.
It is absurd that Mirela Kumbaro has not been registered as a subject of investigation, while her subordinate, the former director of the National Environmental Agency, Arta Dollani, has been taken under house arrest as a defendant for implementing the hazardous waste permit granted by Kumbaro.
Given the fact that the permit for hazardous waste was granted by former Minister Mirela Kumbaro, the Durrës Prosecutor's Office, in accordance with the Criminal Procedure Code, should and must pass the case to SPAK for investigative competence, but it has not even registered it as a subject of investigation.
Other cases of involvement in affairs and the inviolability of Mirela Kumbaro
In addition to the hazardous waste permit, Mirela Kumbaro's name has come up in 23 scandals related to culture, the environment and tourism during the years 2013–2025, when she was Minister of Culture, Tourism and Environment.
According to the reports of the Albanian Supreme Audit Institution, sent to the Prosecutor's Office and SPAK, it turns out that Mirela Kumbaro's decisions on coastal lands, forests, parks, rivers and water sources in protected areas, as well as permits for hydroelectric power plants and quarries, caused about 2 billion euros in damage to national assets.
Mirela Kumbaro's name emerged as an accomplice with former minister Ilir Beqaj in the theft of 730 million lek in ministry funds and EU donations, through fictitious tenders and invoices.
It resulted in the fragmentation of 50 hectares of parkland in the Butrint area, given for a resort, as well as in the giving of the center of Butrint to the "Hako" sausage company, for the construction of a hotel, restaurant, kebab shop and parking lot.
Mirela Kumbaro's name appeared on the permit for the occupation, construction interventions and use of the Lëkurës Castle in Saranda by the trafficker Andrea Çaushi, alias Renato Çaushi, as well as on the permit given to the trafficker director Sokol Feruni for the construction of the "Fantasy" hotel in the center of the Gjirokastra Castle.
Mirela Kumbaro's name also came up in the theft of 138 works of art and history from the years 1500–1900, which, according to the Supreme Audit Office, were removed from the Heritage Center, the National Museum and the Art Gallery in 2015–2017 on her orders, supposedly for restorations and exhibitions, but have never been returned.
However, the General Jurisdiction Prosecutor's Office and SPAK have never questioned Mirela Kumbaro, as happened with the permit for smuggling hazardous waste./ Pamphlet

Sepse kanë llogjikuar: Kur Mirelën nuk e kanë hetuar për dhjetra afera, ne do dalim si bishti para sqeparit? Kur nuk ja mban SPAK-ut nga do na i mbaj Ne? Kam një pyetje 1 dollarëshe. A mund të rregjistrojë SPAK çështje kryesisht për mbetjet e rrezikshme? Kam edhe një pyetje 2 dollarëshe . Po Drejtori i Portit të Durrësit duhet të hetohet? Kam edhe një pyetje 3 dollarëshe. Po mbetjet e rrezikshme që prodhoheshin nga Kurum për vite me radhë, shkonin vetëm në Tajlandë, ku tjetër? Dhe nëse këto mbetje janë groposur në tunele të ushtrisë, apo në galeri të minierave? SPAK duhet ti shkojë deri në fund këtij hetimi.
