The Assembly rejects the investigative commission, SPAK has kept the OLAF report blocked for three years, while funds for Albanian farmers remain frozen.
Three years after OLAF's criminal complaint for the abuse of "IPARD II" funds, the investigation continues to remain in the preliminary phase and without any clear accountability. The Parliament has refused to establish an investigative committee, while SPAK has not prosecuted the officials who approved and implemented the projects. Meanwhile, the European Commission has warned that it will not disburse further funds without punishing those responsible. A file that has been a criminal investigation is turning into a political test of immunity.
The "Krifca" file for the misuse and theft of "IPARD II" funds, which the European Union sent to Albanian farmers in 2017-2021, is being officially buried, perhaps finally.
Three years after the criminal complaint that the EU Anti-Corruption Office, OLAF, filed with SPAK; two years after the blocking of funds and the EU's ultimatum to continue their interruption, the Albanian government and judiciary are keeping the administrative and criminal investigation blocked.
The Assembly, through the SP government majority, has also been involved in the scenario of blocking and burying the investigation of the former Director of the Agricultural and Rural Development Agency, Frida Krifca, and her group.
By Decision No. 12, dated February 3, 2026, the Assembly rejected the establishment of a parliamentary investigative committee, requested by a group of opposition MPs, to verify the misuse of agricultural funds sent by the European Union.
The SP parliamentary majority did not accept the investigation into the "IPARD II" funds, not because there were no abuses or thefts, but because it received an order from Prime Minister Edi Rama not to publish the figures and names of those who benefited.
OLAF, along with the report to SPAK, has filed evidence of stolen and diverted values outside the agricultural sector, as well as the names of the beneficiaries who used the funds for construction businesses, resorts, hotels and villas.
But, through Altin Dumani, for three years with the justification of a "preliminary investigation", and now under the direction of Klodian Braho, without any public explanation, SPAK is continuing to keep the investigation file of 138 million euros in agricultural funds sent by the EU blocked.
Even if the investigation were in the preliminary phase, it could not continue without calling former director Frida Krifca, former Minister of Agriculture from 2017–2021, and Prime Minister Edi Rama, as authorities who approved the projects and decisions on lending with IPARD funds.
The former head of SPAK, Altin Dumani, has been in the same line as Prime Minister Edi Rama, coordinating actions to block the investigative file and ignore OLAF's criminal report.
The Parliament, through the SP majority, has also been officially involved in the scheme to block the investigation and inviolability of former director Frida Krifca, by deciding not to investigate the EU funds file.
This unified decision between the Government, the Parliament, and SPAK, in addition to hiding the financial crime of 138 million euros, is becoming the cause for the blocking of other EU funds for Albanian farmers.
The European Commission has made it clear that it will not send a single penny to agriculture until those responsible for the 2017–2021 funds are brought to justice.
Good for Edi Rama, who is blocking the parliamentary investigation, because it is in his interest not to reveal the thefts and beneficiaries of EU funds, and not to affect Frida Krifca.
