Ardi Kollçaku at the center of SPAK's dossier; concrete empire under investigation for money laundering
The former president of Skënderbeg, owner of 45% of 'Anchor Investments', controls a vertical chain of companies; from concrete production to the construction of towers and their sale, without leaving the group. Tirana Tower, with NIPT M41724028H, is 100% owned by Anchor Investments. The tower is fully owned by Kollçak's company. But what makes this structure dangerous for Kollçak is the fact that any verification of the origin of Anchor's capital directly affects this project.
SPAK's investigation has revealed three clues linking Kollçak to money laundering.
The first is the origin of Anchor's initial capital and Kollçak's 45% contribution. The question is simple: where did the capital that built this concrete empire come from?
The second is the sale of tower units. The prosecution suspects that the transactions were made with cash outside the banking system, at prices below the real market value and with buyers connected to persons under investigation.
The third is the supply of concrete through Anchor Beton within the group, a cash flow that is kept closed to the outside.
According to the Historical Extract of the Beneficial Owner Register, Ardi Kollçaku was registered as the beneficial owner of 45% of the tower on June 3, 2024.
Like his friend Agim Zeqo, Ardi Kollçaku is not a defendant today. But his control of BKH, the vertical chain of his companies and the model of tower sales place him at the center of a dossier that demands accountability.
