
The developer of "Porto Lalzi" is not among those arrested, but his companies appear at the center of a dossier that intersects state land taken without competition, five million capital, and a network of agreements that SPAK is investigating for money laundering.
SPAK and the National Bureau of Investigation are investigating Redi Peza, the developer of "Porto Lalzi", as part of an operation related to suspicions of money laundering through investments in concrete, real estate and tourism.
Redi Peza does not appear among the arrested persons, but his company appears as a contracting party in a seized asset, while the capital of 5 million euros, the consecutive losses and the 55 thousand square meters of public land acquired without competition place him at the center of the file.
The Special Prosecution Office and the National Bureau of Investigation conducted a search on June 16, 2026 at the premises of businessman Redi Peza, known as the developer behind the "Porto Lalzi" complex and the "Sviluppo Mare 1" company.
The inspection was part of an operation conducted in 23 different locations, as part of an investigation into suspected money of dubious origin being introduced into the economy through investments in concrete, real estate, and tourism projects.
Redi Peza is not among the arrested persons.
But the file reveals his name and companies at the point where three elements that speak for themselves meet: public land taken without competition, capital of 5 million euros that produces losses, and a contractual agreement with a company already under seizure.
After presenting himself for years as the major investor of the Albanian coast, today Redi Peza is at the focus of a money laundering investigation.
The so-called tourism businessman, who until yesterday was promoted as the model of a successful investor, is now facing a dossier linking his name to public land, five million capital, and ongoing losses.
Being one of the largest beneficiaries of public lands on the coast, Redi Peza is expected to provide explanations on how a company with a capital of 5 million euros manages to have a turnover that barely exceeds 400 thousand euros per year and at the same time declare continuous losses.
His story with public land begins with Decision No. 292 of the Council of Ministers, dated May 19, 2021.
Through this agreement, the company "Sviluppo Mare 1" obtained 55 thousand square meters of state-owned land in Hamallaj, at a price of around 1,100 lek per square meter, a value that was publicly denounced as many times lower than the real market price.
Equally interesting is the fact that the company "LALZI MARINA" was founded just two months before the agreement with the government, with a share capital of 514,700,000 lek, or about 5 million euros.
But the financial statements show a completely different reality.
In 2022, the company declares a turnover of only 39,423,901 lek, while losses result in 6,378,230 lek in 2021 and 3,790,735 lek in 2022.
The gap between five million capital and a business that produces losses is precisely the pattern that SPAK has investigated in other suspected money laundering cases.
Another important element is the agreement between "Sviluppo Mare 1" and the company "Aliu Road House", which is part of the perimeter seized by SPAK in the Porto Lalzi - Lalzi Marina Seaside complex in Hamallaj.
Peza's company appears to be a contracting party to an asset that the prosecution considers part of a network under investigation for money laundering.
Likewise, on October 24, 2022, a conservative seizure was imposed on the company's shares as debtor, while on May 26, 2023, the General Directorate of Taxes requested a security measure for tax liabilities.
A company that is seized, pursued by taxes, and ends up under a SPAK investigation for money laundering can hardly be considered a mere coincidence.
However, during the years 2021–2026, despite declared losses and legal problems, Redi Peza continued to emerge as one of the most important investors on the Albanian coast.
While today, the public land that he obtained without competition is at the center of a SPAK investigation.
And Redi Peza himself is faced with questions stemming from the capital, agreements, assets and projects that turned him into one of the most well-known figures of Albanian coastal concrete.
