In a strong letter to the Minister of Education, he denounces interference in university autonomy, illegal decisions of the Board of Administration, ignoring an official report of the Ministry and preferential treatment for administrator Mark Molla. Gjuraj accuses the Board of having “the power, but not the right”, while his departure comes amid controversy over the retirement of some of the university’s most renowned professors and the retention of the administrator.
The University of Shkodra is embroiled in a deep institutional crisis, which has culminated in the irrevocable resignation of Rector Tonin Gjuraj.
The latter has given a very strong slap to the Minister of Education Mirela Kumbaro, rejecting the bargains and dirt that were made by the Board of Administration.
A few days ago, the University Board of Administration decided to postpone the retirement of Administrator Mark Molla and retired some of the most well-known figures of this institution. Who are assets of scientific research and knowledge, recognized by students, international and local institutions.
The rector has decided to take an extreme decision, but also a civic act, by slamming the bargaining chips of the Ministry of Education, the Municipality, and the board members.
In a long letter to the Minister of Education, Gjuraj recalls that his mandate stems from the vote of the academic community and that the university's management cannot turn into a mechanism of imposition by structures that, according to him, have neither the legitimacy nor the authority to take over the institution.
" The mandate that emanates from the university community is not only a right to lead, but an obligation to exercise it with integrity, in respect of university autonomy and in service of the university and the city of Shkodra ," writes Gjuraj.
The rector openly declares that the Board's decision regarding the administrator is unacceptable and that the crisis has been further deepened by other decisions that he considers to be without any legal basis.
" The BA's decision to appoint the administrator is, in my opinion, unacceptable and such a position, as is known, I have made public. But this is further deepened when this same Board, without legal basis, unilaterally and discriminatory in relation to other academic and administrative staff, makes the decision to postpone the retirement age ," he writes.
Por akuzat nuk ndalen këtu. Në letër, Gjuraj zbulon se Bordi i Administrimit ka injoruar edhe një raport zyrtar të ngritur nga vetë Ministria e Arsimit për të verifikuar ligjshmërinë e procedurave të rekrutimit në universitet.
Sipas rektorit, raporti i grupit të punës i ka dhënë të drejtë pretendimeve të tij, por pavarësisht kësaj, Bordi ka vendosur ta shpërfillë.
“BA, përfshirë dhe 4 përfaqësuesit e MA në të, injoron dhe hedh poshtë me arrogancë Raportin Final të Grupit të Punës të ngritur prej jush, pas kërkesës time, për verifikimin e ligjshmërisë së procedurave të konkursit publik për rekrutimin e personelit administrativ në vitin 2025”, shkruan Gjuraj.
Më tej ai citon drejtpërdrejt përfundimin e raportit.
“Ky raport i jep të drejtë pretendimeve të rektorit, ku konkludon qartë se: ‘shpallja për punësim nga BA është e pavlefshme’. Vendimi i BA nr. 2015, datë 15.07.2025, është në kundërshtim me ligjin nr. 80/2015 dhe si i tillë është nul dhe nuk duhet të sjellë pasoja juridike”, thekson ai.
Një tjetër akuzë e rëndë lidhet me mënyrën se si, sipas rektorit, po administrohen fondet dhe projektet brenda universitetit.
Gjuraj pretendon se po kryhen pagesa preferenciale honorarësh pa miratimet dhe filtrat e nevojshëm akademikë.
“Bordi i Administrimit vijon shkeljet ligjore, duke paguar honorare projektesh në mënyrë preferenciale, pa vendime Bordi, por direkt nëpërmjet administratorit, pa filtër shkencor dhe të pacertifikuar nga drejtoria përkatëse dhe rektori, siç ka qenë dhe është praktika normale”, shkruan ai.
Pjesa më e fortë e letrës vjen në fund, kur rektori pranon se nuk ka më mundësi të përballet me atë që e konsideron një imponim institucional.
“Sa sipër, unë kam autoritetin dhe të drejtën, por jo forcën për të kundërshtuar më tej BA, kurse ata, të gjithë së bashku, kanë forcën, por jo autoritetin dhe të drejtën për t’u imponuar”, shkruan Gjuraj.
Dorëheqja e rektorit vjen vetëm pak javë pasi Pamfleti denoncoi publikisht përplasjen e krijuar në Universitetin e Shkodrës për çështjen e administratorit Mark Molla.
Është nxjerrë në pension Alfred Çapaliku, profesor i hershëm i letërsisë në Universitetin e Shkodrës, doktoresha e shkencave Diana Molla, profesorë legjendar, Elez Osmani, Zenel Lohja, Ikbale Kalaja, Gjon Shllaku e Roland Guli.
Janë nxjerrë më pas në pension, stafi akademik: Olimpia Lacaj-Kakarriqi, Diana Spahia- Muriqi, Zamira Kasemi- Kallugjeri, Aida Lezha-Luka, dhe Ymer Lugji.
Ndërsa Mark Molla është lënë në punë edhe për 5 vjet, vetëm e vetëm se ai ka një mbështetje nga kasta politike e vjetër dhe ajo kriminale e Shkodrës si dhe nga ministrja, e supërkorruptuara, Mirela Kumbaro- Furxhiu. Bordi i Administrimit të Universitetit të Shkodrës, që ka marrë direktivat nga ministrja, është bërë palë me krimin.

E nderuar zj. Ministre,
Po ju drejtohem me këtë letër, për të ripohuar një parim themelor, i cili udhëheq mënyrën se si e kuptoj dhe ushtroj detyrën që më është besuar, si dhe përgjegjësinë institucionale që buron prej saj. Ky parim duhet të mbetet i qartë dhe i pandryshueshëm në çdo rrethanë, që lidhet me funksionimin dhe drejtimin e universitetit.
Detyra e rektorit të Universitetit të Shkodrës “Luigj Gurakuqi” më është besuar përmes një procesi konkurrimi dhe votimi akademik. Mandati buron nga komuniteti universitar dhe, mbi këtë bazë legjitimiteti, mbështetet drejtimi i këtij institucioni publik.
Kandidimi për këtë detyrë nuk ka qenë një hap për të përmbyllur një karrierë personale, tashmë të konsoliduar prej kohësh në institucione të tjera të arsimit të lartë dhe diplomaci. Përkundrazi, pranimi i këtij funksioni lidhet me bindjen se, Universiteti i Shkodrës “Luigj Gurakuqi” meriton një proces të mirëfilltë transformimi institucional, mbështetur në transparencë, përgjegjësi publike dhe respekt për autonominë universitare, në përputhje me rolin e rëndësishëm që ky institucion zë në sistemin e arsimit të lartë në Shqipëri.
Detyra e rektorit nuk është as mision personal, as një mekanizëm imponimi, por një funksion institucional, që kërkon partneritet dhe mbështetje për forcimin e cilësisë akademike, përmirësimin e kushteve infrastrukturore dhe afirmimin e universitetit në rolin që i takon në jetën publike dhe zhvillimin intelektual të qytetit të Shkodrës e më gjerë. Kjo është një përgjegjësi, nderim dhe detyrim ndaj traditës së këtij institucioni dhe këtij qyteti, por, mbi të gjitha, prindërve dhe studentëve që ia besojnë këtij universiteti formimin dhe të ardhmen e tyre.
Që në fillim të ushtrimit të detyrës sime kam theksuar se, universiteti duhet të qëndrojë larg çdo ndikimi politik. Rektori nuk përfaqëson interesa politike, por ai shërben në funksion të komunitetit akademik dhe publikut. Në këtë kuptim, çdo mbështetje institucionale, përfshirë edhe ajo e Ministrisë së Arsimit dhe Bashkisë së Shkodrës, që, në fakt, nuk kanë munguar, ka qenë dhe mbetet e mirëpritur, sa kohë që respekton këtë parim dhe kontribuon në zhvillimin e universitetit.
Në këtë frymë, kam kërkuar mbështetje për përpjekjet e nisura dhe jo krijimin e barrierave artificiale, që pengojnë një proces transformimi të domosdoshëm për universitetin dhe rolin që ai duhet të ketë në jetën e qytetit.
This approach, apparently, did not find the proper understanding and if the exercise of this function is accompanied by interventions that violate institutional autonomy, then I do not hesitate to leave my resignation on the table and return to academic life as a professor. The Rector is temporary, the Board of Administration (BA) is temporary, but the University of Shkodra "Luigj Gurakuqi" is and remains permanent.
The BA's decision to appoint the administrator is, in my opinion, unacceptable and, as is known, I have made such a position public. But, this is further deepened when, without legal basis, this same Board, in a unilateral and discriminatory manner in relation to other academic and administrative staff, takes the decision to postpone the retirement age.
In addition, the BA, including the 4 representatives of the MA in it, ignores and arrogantly rejects the Final Report of the Working Group set up by you, following my request, to verify the legality of the public competition procedures for the recruitment of administrative personnel, in 2025, at the University of Shkodra “Luigj Gurakuqi”. This Report justifies the claims of the rector, where it clearly concludes that: “the announcement for employment by the BA is invalid”. The BA Decision, no. 2015, dated 15. 07. 2025 “On the approval of the criteria for the recruitment procedures of staff dependent on the administrator”, is in contradiction with Law no. 80/2015, and as such is null and void and should not bring legal consequences.
The Board of Administration continues legal violations, paying project royalties preferentially, without Board decisions, but directly through the administrator, without a scientific filter and uncertified by the relevant directorate and the rector, as has been and is normal practice.
As above, I have the authority and the right, but not the strength, to further oppose BA, while they, all together, have the strength, but not the authority and the right to impose themselves.
The mandate that emanates from the university community is not only a right to lead, but an obligation to exercise it with integrity, in respect of university autonomy and in service of the university and the city of Shkodra.
I ask you, Madam Minister, to refer to Article 39 of Law 80/2015, point 9, to guarantee the normal continuation of the functioning of the University of Shkodra "Luigj Gurakuqi", after my irrevocable resignation, for the benefit of the students and the academic community.
I humbly express my deepest gratitude and deepest condolences to and for the citizens of Shkodra, the parents of the students, the academic staff, the administration, and the students, especially those who supported my project of updating tradition, promoting transparency, and initiating institutional transformation, which, although with various barriers and difficulties, had just begun to show its first fruits.
I wish UNISHK eternal life and success in your work, Madam Minister!

Kur te pelcase skandali I universiteteve( Tek te gjithe kendon vetem gjeli I pushtetit) , sepse ne Emer te lirise dhe liberalizmit, Ka vetem korrupsion,kjo protesta e flamingove do na duket lule.
