US diplomatic and governmental relations with Albania have left Prime Minister Edi Rama off the official agenda: no invitations, no meetings during visits by US officials to Tirana, no handshakes at international summits, not even a congratulatory message for the May 11 victory. While they have ignored him on the diplomatic front, the FBI has collected and sent SPAK the first evidence of the real activity of the charter plane used by Rama, during flights from Tirana to countries outside the EU and to several EU countries connected to Russian and Chinese networks.
"Pamphlet" announced this move on June 14, 2025, when, based on information from sources close to the BKH, it published the official recommendation that the FBI had sent to Altin Dumani, accompanied by relevant evidence regarding the investigation of the "Ismaili" charter trips.
For five months, SPAK took no action. This inaction forced the FBI to send the first evidence of the suspected activities of the government plane, used for seven years by Rama.
The evidence sent was collected by the FBI itself and other intelligence services of EU partner countries, linked to joint anti-corruption, anti-mafia, anti-trafficking and anti-terrorism agreements with the US.
Albania is also a party to these agreements, but the FBI's investigation of the activities of the government aircraft is in itself a serious violation of the trust that should exist between the institutions of the two countries.
Altin Dumani's lack of response forced the FBI in Albania to open a parallel independent investigation, requesting detailed information on the real destinations, official and unofficial reasons for the flights, as well as the names of accompanying persons who flew on the government charter. Since April 25, 2025, the FBI has officially requested data from the Directorate of Government Service, the company "Air Albania", Albcontrol and the State Police, but has not received any response regarding the luggage, documentation and passenger lists of the prime minister's flights.
However, evidence gathered by the FBI itself shows that all of the charter's hermetic "networks" have been penetrated. American agents have obtained data on trips made to Turkey, Serbia, Dubai, Abu Dhabi, Israel, Egypt, Saudi Arabia, Belarus, Azerbaijan, Montenegro, Macedonia, Kosovo, Bosnia, Hungary, Romania, Bulgaria, and several other countries.
The FBI has identified the passengers on these flights, the type of monetary and material cargo, as well as the names of Albanian and foreign businessmen, bankers, and traffickers who traveled on the charter with the authorization of the prime minister, or in his absence. Many of them subsequently obtained construction permits, investment licenses, public funds, and state assets.
The fact that SPAK left this case pending for five months and sent the file for processing only a month before Altin Dumani's departure is an indication that the investigation into the charter flights will be in the hands of the new SPAK director, who does not have the luxury of delay./ Pamphlet
