The United States released the official text of the memorandum of understanding reached over the weekend with Iran on Wednesday. A senior US administration official read the 14-point document, which sets out provisions for reopening the Strait of Hormuz, easing some financial restrictions on Iran and expectations for addressing Iran's nuclear program during future technical talks.
The document, titled "Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran," was released after criticism that its text had not been made public.
"Essentially this deal allows us to immediately open the Strait of Hormuz, engage the Iranians in eliminating enriched nuclear material, and then creates a mechanism where, if the Iranians improve their behavior, we respond by increasing economic and sanctions relief that can make their country more prosperous," the senior US official said.
The memorandum is expected to be officially signed on Friday, opening a 60-day period for negotiating the final terms of the agreement.
Full text of the memorandum
The United States of America and the Islamic Republic of Iran agree in good faith on [date] as follows:
1. The United States of America and the Islamic Republic of Iran, together with their allies in the current war, sign this memorandum to declare the immediate and permanent cessation of military operations on all fronts, including Lebanon, and undertake from this moment on not to initiate any war or military operations against each other, and to refrain from the threat or use of force against each other, while guaranteeing the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of the war on all fronts, including Lebanon, as well as the other provisions of this paragraph.
2. The United States of America and the Islamic Republic of Iran commit to respect each other's sovereignty and territorial integrity and to refrain from interference in each other's internal affairs.
3. The United States of America and the Islamic Republic of Iran commit to negotiating and reaching a final agreement within a maximum period of 60 days, which may be extended by mutual consent.
4. Menjëherë pas nënshkrimit të këtij memorandumi, Shtetet e Bashkuara të Amerikës do të fillojnë heqjen e bllokadës së tyre detare dhe të çdo pengese apo ndërhyrjeje kundër Republikës Islamike të Iranit, dhe do ta përfundojnë plotësisht heqjen e bllokadës brenda 30 ditësh. Gjatë kësaj periudhe, trafiku detar do të rikthehet gradualisht në nivelet para luftës. Shtetet e Bashkuara angazhohen gjithashtu të tërheqin forcat e tyre nga afërsia e Iranit brenda 30 ditëve pas marrëveshjes përfundimtare.
5. Mekanizmi i zbatimit të këtij plani do të finalizohet si pjesë e marrëveshjes përfundimtare brenda 60 ditësh. SHBA do të lëshojë të gjitha licencat, përjashtimet dhe autorizimet e nevojshme për transaksionet financiare përkatëse.
7. Shtetet e Bashkuara angazhohen të heqin të gjitha llojet e sanksioneve ndaj Republikës Islamike të Iranit, përfshirë rezolutat e Këshillit të Sigurimit të OKB-së, rezolutat e Bordit të Guvernatorëve të Agjencisë Ndërkombëtare për Energjinë Atomike (IAEA), si dhe të gjitha sanksionet e njëanshme amerikane, primare dhe sekondare, sipas një kalendari që do të përcaktohet në marrëveshjen përfundimtare. 8. The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States and Iran have agreed to resolve the issue of enriched nuclear material under a mechanism to be determined by mutual agreement, in accordance with the deadline referred to in paragraph 7, with the minimum method of dilution of the material in situ and under IAEA supervision. The two sides also agreed to discuss the issue of uranium enrichment and other topics related to Iran's nuclear needs, based on an acceptable framework to be defined in the final agreement.
9. Until a final agreement is reached, the US and Iran agree to maintain the status quo. Iran will maintain the current state of its nuclear program, while the US will not impose new sanctions or deploy additional forces to the region.
10. The United States commits that immediately upon signing the memorandum and until the end of sanctions, the US Treasury Department will issue exemptions for the export of Iranian crude oil, petroleum products and their derivatives, as well as for all related services, including banking transactions, insurance, transportation and other services.
11. The United States commits to making fully available frozen or restricted funds and assets of the Islamic Republic of Iran upon implementation of the memorandum. The procedures for the release of these funds will be determined by agreement during the negotiations. These funds will be fully available for payments to any ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States commits to issuing all necessary authorizations and licenses.
12. The United States and the Islamic Republic of Iran agree to establish an executive mechanism to monitor the successful implementation of the memorandum and compliance with the final agreement.
13. After signing the memorandum and provided that paragraphs 1, 4, 5, 10 and 11 begin to be implemented, and their implementation continues, the US and Iran will begin negotiations for the final agreement only on the remaining paragraphs of the document.
