The sophisticated signal given by Moscow, why Putin thinks luck is on his side

The Trump administration has already shown that it is willing to recognize both Donbas and Crimea as Russian. More significantly, even prominent pro-Ukraine senator Lindsey Graham has made it clear that the US will never consider Ukraine for NATO, something that has long been clear but that former US Secretary of State Antony Blinken fatally refused to put on paper on the eve of the war.

The Kremlin went all out for the visit of Donald Trump's son-in-law, Jared Kushner, and special envoy Steve Witkoff to Moscow. Accompanied by Putin's envoy, Kirill Dmitriev, Witkoff and Kushner strolled through crowds on Red Square with minimal security after lunching at a luxury restaurant on Petrovka Street.

Not coincidentally, Chinese Foreign Minister Wang Yi was also in the city for a meeting with the head of the Russian Security Council, Sergei Shoigu, where Russia confirmed its support for Beijing's "One China" policy.

It was sophisticated great power signaling intended to send a multi-part message to Donald Trump.

First and foremost, the Kremlin was showing its new solidarity with China, the Dragon Bear alliance, poised to emerge as the world's next dominant superpower.

Second, it was showing that Russia considers Ukraine a mere detail in a much larger geopolitical realignment where three great powers divide the world among themselves and Europe is left in a conspicuous lack of importance.

Third, by walking Witkoff through the streets of Moscow, including a stroll past the giant TsUM, whose windows display Western luxury goods that violate sanctions, the Kremlin was showcasing the apparent wealth, stability, and security of the Russian capital. This is a city that hasn’t noticed there’s a war, the Kremlin’s not-so-subliminal message continued. It’s a city where top officials can walk through crowds without fear of being attacked by angry citizens.

Even as he talks about a peace plan for Ukraine, Vladimir Putin believes the world is moving in his direction. Yes, his economy has been battered by massive war spending and sanctions, and will be hit even harder by Ukrainian attacks on shadowy fleet tankers at sea, oil terminals and refineries. But overall, Putin has good reason to believe that his opponents and rivals from Washington to Brussels to Kiev are in a worse position than he is. And that belief is the source of his stubborn insistence on sticking to his maximalist war goals. While European leaders and Volodymyr Zelensky have their critics of the White House’s 28-point peace plan, dubbed the ‘28PPP’, the Kremlin seems to be moving in the opposite direction, insisting that the 28PPP does not go far enough in Russia’s favor.

The very fact that Washington is so eager to talk peace is seen by the Kremlin as a sign of weakness, argues former Russian diplomat Boris Bondarev, the highest-ranking Russian official to defect to the West in protest of the 2022 invasion.

“The emergence of such an American initiative signals, according to Putin, that Washington is capitulating… not because it has suffered losses, but because it is tired, afraid, and eager to avoid involvement,” Bondarev wrote in a recent essay.

From Russia’s perspective, Trump is “declaring the impotence of a superpower incapable of defending its own interests.” Worse still, Trump “does not understand that once a country promises support for an ally, it cannot abandon that promise so blatantly,” the former diplomat says.

With Kiev’s most powerful ally already accepting these basic points at the outset of the talks, why wouldn’t Putin be tempted to push for even more?

On the front lines in Ukraine, Russia is positioning itself for further advances on the ground. The grim and protracted battle for control of the Donbass town of Pokrovsk, which Putin announced it had fallen this week, has distracted attention from much larger Russian advances to the south around Zaporizhia.

Vetë Zelensky ka qenë duke udhëtuar nëpër kryeqytetet evropiane për të marrë mbështetje diplomatike dhe financiare, duke shkëmbyer përqafime në shkallët e Pallatit Elysee të Parisit me mbështetësin e tij të vendosur dhe kritikët thonë, shokun e tij të çalë, Presidentin francez Emmanuel Macron. Me një optimizëm karakteristik, Macron pretendoi se një raund i ri sanksionesh evropiane kundër cisternave të flotës në hije që transportojnë rreth 40 përqind të naftës së Rusisë së shpejti do ta gjunjëzojë Rusinë. "Unë besoj vërtet se në javët e ardhshme, presioni mbi ekonominë e Rusisë dhe aftësinë e saj për të financuar luftën do të ndryshojë në mënyrë dramatike", tha Macron.

Yet as he spoke, the European Central Bank effectively killed Europe’s plan to raise a €140bn (£123bn) “reparation loan” backed by frozen Russian assets, on the grounds that the loan would violate EU treaties. “This shows the strong limits of ‘donor economics,’” says the former head of Ukraine’s Central Bank, Kirill Shevchenko. “Europe wants to support Ukraine on a large scale, but no major institution wants to underwrite the legal and political risks associated with frozen Russian assets.” The immediate result of this decision is that Kiev is quickly running out of options to finance a continuing war.

Even former Ukrainian Foreign Minister Dmytro Kuleba, an early supporter of talks with Ukraine’s allies during the first three years of the war, admits that “the time has come to accept a deep and painful truth” that “Ukraine is facing a tactical defeat… once we accept this and deal with it, we can begin to rebuild our future.”

With the military disaster and political crisis haunting Kiev, an economic squeeze that renders Europe strategically powerless, and a US administration rushing to make a peace deal at almost any cost, it is no wonder that Putin believes time and luck are on his side.

Yet at the same time, as Kuleba pointed out, Ukraine remains independent and free, despite all of Putin’s efforts to suppress it. And as long as that remains true, what Putin has achieved is not victory, but a very bloody annexation of Donbas, leaving the remaining 80 percent of Ukraine outside his command. /Adapted from The Spectator/
