The United Arab Emirates (UAE) has prepared plans to build a large temporary housing complex for thousands of displaced Palestinians in an area of southern Gaza that is under Israeli military control, Reuters reports, citing diplomatic sources.
According to maps and information provided by the agency, the project – called the "UAE Temporary Emirates Housing Complex" – is expected to be built near the destroyed city of Rafah, which before the war had about 250,000 inhabitants, but today is almost completely ruined and abandoned after Israeli military operations.
Rafah, near the border with Egypt, is considered by some international actors as a possible starting point for the reconstruction of Gaza, as part of US President Donald Trump's plan for a "lasting peace" in the Palestinian enclave, after two years of devastating war.
However, international donors appear reluctant to commit funds, expressing concerns that disagreements over Hamas's disarmament could lead to a return to wider conflict. Diplomats involved in the discussions also question the political viability of the initiative, noting that many Palestinians may refuse to relocate to an Israeli-controlled area, while most civilians currently live in territories under Hamas control.
The Trump administration's plan calls for a US-led multinational mission for Gaza, based in southern Israel. As part of the plan, Emirati officials have presented diplomats with details of building temporary shelter and providing basic services in Rafah.
The map shows that the complex would be built near the so-called "yellow line", defined in the October ceasefire agreement, which separates areas under Israeli control from those controlled by Hamas.
An Emirati official, asked by Reuters, stated that his country "remains committed to strengthening humanitarian efforts in support of the Palestinians in Gaza," without directly confirming or denying plans for the complex.
According to foreign media, the Israeli army has cleared a wide area from the Mediterranean coast to Rafah to create space for temporary housing projects. The Emirati initiative resembles a US proposal to build planned safe communities in areas of Gaza under Israeli control, initially known as “Alternative Safe Communities.”
