The European Parliament has taken a step forward in managing migration flows and returns within the EU.

On Wednesday, December 3, MEPs in the Civil Liberties Committee (Libya) approved the establishment of a European Union list of safe countries of origin with 39 votes in favor, 25 against and 8 abstentions.

The list includes Bangladesh, Colombia, Egypt, Kosovo, India, Morocco and Tunisia, as well as candidate countries for EU membership, unless specific circumstances, such as indiscriminate violence in the context of an armed conflict, indicate otherwise.

In their amendments, the “Liberal” MEPs explained that the activation of temporary protection should be considered as a “circumstance that would suspend the designation of an EU candidate country as a safe country of origin”.

"Other suspensive circumstances" would include an EU-wide recognition rate of asylum applications exceeding 20% ​​or financial sanctions related to violations of human rights and fundamental freedoms.

The members of the Commission also insisted on the need for continuous monitoring of places designated as safe, or presumed to be so, in order to react in the event of any change in circumstances.

Furthermore, the possibility of suspending the designation of a safe country of origin (SCO) for the entire national territory or only for certain regions would be given.

European states will have the opportunity to independently designate other safe countries, in addition to those suspended from the EU list, and to begin implementing accelerated border procedures for migrants whose nationality has an asylum recognition rate below 20%, starting from the entry into force of the amendment.

Finally, the EU country lists and the individual EU-27 lists could be implemented even before the relevant EU legislation enters into force in June 2026.

"Today, in the Freedom of Information Committee, we adopted the file on the EU list of safe third countries of origin, for which I am rapporteur. This confirms the work we have done in recent weeks and marks the first concrete step in the parliamentary process on a file of great political importance", said Alessandro Ciriani, MEP for FdI-Ecr and rapporteur for the amendment of the EU regulation establishing a list of safe countries of origin at EU level.

"This proposal represents a decisive step towards providing clearer, more coherent and truly enforceable rules for managing migration flows. The aim is to provide Member States with appropriate tools that allow for rapid decisions, without ever failing to fully respect fundamental rights and international obligations. Only with credible and enforceable rules can we strengthen Europe's ability to govern migration flows and protect its citizens."
