The FSB announces that it has prevented the delivery of explosive devices to Russian military personnel and defense industry employees, while claiming that the suspect was acting on instructions from Ukrainian special services.
Russia's Federal Security Service (FSB) announced that it has thwarted a suspected sabotage plan in which improvised explosive devices were hidden inside perfume bottles and were to be sent to Russian servicemen.
According to the FSB Public Relations Center, the targets of the attacks were Russian servicemen participating in the war in Ukraine, as well as defense industry workers. Russian authorities identified a 23-year-old Russian citizen as the suspect.
The FSB announced that the young man was arrested in March 2025 and, according to investigations by Russian authorities, he was acting under the instructions of Ukrainian special services.

According to the FSB, the suspect took improvised explosive devices hidden in perfume bottles from secret locations in Chelyabinsk. He then sent packages to Moscow, Voronezh, the Krasnodar region and the Saratov region. Russian authorities say all the devices were neutralized by security forces.
The FSB also claims that, after completing the task, the people who were directing it cut off all communication with the suspect and that he did not receive the promised payment.
The 23-year-old has been charged with illegal trafficking of explosives, attempted terrorist acts and treason. If found guilty, he faces the possibility of life imprisonment.
