A 47-year-old native of the coastal city, Krymbi has earned the nickname "the realtor" not for any particular technical skill, but for his ability to solve issues that seem insoluble on paper. In the spotlight are two major schemes associated with his name.
The first issue concerns the destination of the properties. Various owners in coastal areas, according to reports, have turned to Krymbit to register their villas and apartments as warehouses or industrial facilities. This change of destination in the documentation allows them to avoid high taxes and pass without encountering urban planning restrictions. What appears from the outside as a luxury villa, in the official Cadastre files is presented as an agricultural warehouse.
The second scheme concerns the new constructions that are starting this year in Durrës. The permits for these constructions are given for a certain number of floors, but the owners are encouraged to build more than allowed. With the knowledge of the realtor Krymbi, the permit is not a problem. He bypasses the decisions of the KKT, of Edi Rama, ignoring them as if he were the state itself. His promise is simple: build more, and then he will take care of the legalization of what is built outside the parameters. This practice has prompted a wave of illegal additions to hotels and new buildings in the city.
Ervin Krymbi also has a price list that is not written anywhere, but is known by many, in Durrës. For the legalization of an additional floor, the fees range from 10 to 15 thousand euros, increasing as you get closer to the coast. Map updates cost from 3 to 5 thousand euros. Payments are made in cash, without any receipt, or in some cases with apartments or commercial units that are registered in the names of family members. The money never passes through bank accounts.
To carry out these schemes, Krymbi is not acting alone. According to information, he has collaborated closely with several directors of the Durrës Cadastre, whose names are mentioned in the complaints: Arben Isaku, Artur Çobani, Liridon Pula and Ardian Iljazaj. These people are suspected of being part of the chain that processes the documentation and allows the schemes to pass.
Ervin Krymbi's name is specifically linked to cadastral zones 8513 and 8512. Numerous legalizations of unauthorized constructions have been carried out in these zones. These are two cases that have come to light, but it is suspected that his activity extends even further. Similar denunciations have also started to come from Saranda, Elbasan and Tirana Rural, showing a repeated pattern in several areas of the country.
