SPAK sheds light on the Aliu brothers' role in international drug trafficking, the laundering of millions of euros in construction, and their connections to a series of criminal events stretching from Elbasan to the Albanian coast.

In the file of the international drug trafficking cartel, cracked down on by SPAK with the support of international partners, the main leaders are two brothers from Elbasan and members of their families.
This is Salvatore Aliu, alias Shpëtim Aliu, also known by the nicknames "Daja", "Qero", "Qerosi", "Viktori" and "Albo Pelon", who, according to investigations, secured and sent millions of euros from international drug trafficking to Albania.
While his brother, Isa Aliu, is suspected of laundering this money through investments in the construction of palaces, towers, hotels and resorts, as well as through other commercial businesses created to justify the circulation of capital of criminal origin.
Part of the group was also Oklido Aliu, the son of Isa Aliu and the nephew of Shpëtim Aliu, who, according to the file, is considered one of the main supporters of criminal activity and as the person who was involved in imposing and using violence against rivals or anyone who violated the interests of the family group.
In criminal circles, but also among citizens, businessmen and police structures of Elbasan, Oklido Aliu was known by the names Oklido El Ouejdi, Kiço and Oliver.
With these names, he also appears in the SPAK file, even in the wiretaps where it is said that 20 million euros of drugs were hidden in buried barrels.
But Oklido El Ouejdi alias Oklido Aliu is also charged with the murder of businessman Edmond Mëhalla, on November 30, 2025 in Elbasan.
According to investigative suspicions, the incident is related to a conflict over 700 thousand euros, suspected to be money from drug trafficking, disguised as a debt.
This financial dispute, which initially caused a physical conflict between the parties, ended after ten days in the murder of the businessman.
According to investigative sources, it was not the first time that Edmond Mëhalla collaborated with the "Isa Aliu" group for investments and capital circulation.
But it was the only case that did not end with an agreement and ended with physical elimination.
After the murder, Oklido Aliu left Albania through the Qafë-Thana border crossing.
According to the file data, he continues to be on the run and is suspected of continuing his activity in the trafficking and money laundering network.

This company was founded just one month after the National Bureau of Investigation had submitted preliminary materials to SPAK.
