The Bulqiza Municipal Council meeting took place in a tense atmosphere, as it was rescheduled after the failure of the first session due to lack of quorum.
The situation further escalated with the presence of several residents of the Gjorica e Poshtme area, who had come to express their opposition to planned projects for the use of forest and pasture lands.
Residents openly spoke out against any decision that envisages the use of these lands for the construction of photovoltaic plants.
According to them, these projects pose a direct threat to the livelihoods of the local community, as they affect common pastures used for livestock and negatively affect agricultural activities. They emphasized that the loss of these areas would bring serious economic and social consequences for families who depend on these resources.
During the meeting, residents intervened several times, demanding transparency and inclusion in decision-making, while accusing local institutions of a lack of prior consultation. Tensions rose even more when they refused to leave the room, making it difficult for council members to continue discussions normally.
One of the most tense moments of the meeting was the clash between opposition members and council leaders over the request to dismiss the secretary of the Municipal Council, Klodian Reçi. The opposition councilors raised direct accusations against Reçi for corruption, abuse of power and violation of legal procedures, especially in the way the public hearings for the use of forest and pasture areas were organized. For this reason, the opposition demanded that the motion to dismiss the secretary be put to a vote immediately, before the consideration of the agenda began. But the request was rejected by the chairman of the Municipal Council, Arben Çupi, who argued that the issue could not be addressed at that moment and that it would be postponed to the next meeting.
Klodian Reçi denied the accusations and stated that during the organized hearings, residents had expressed their opposition, while according to him, neither supporting signatures nor documents showing the community's agreement had been collected.
