The University of Sports of Tirana, the institution that was supposed to prepare the academic and professional elite of Albanian sports, has slipped into deep institutional degradation. Under the leadership of Rector Agron Kasa and his close management circle, the university is accused of having abandoned its academic mission and has become a mechanism for nepotistic hiring, financial favors, and the distribution of worthless diplomas.
Internal sources at the institution describe a consolidated appointment scheme, where the only criteria is not academic merit, but family ties and loyalty to the ruling clan. The most flagrant case is that of vice-rector Taqo Prifti, who, although he has been past retirement age for years, continues to hold the position and use it for family interests.
According to the allegations, Prifti has built a genuine scheme of abuse to catapult his son into the university's teaching staff. Before being appointed as a lecturer, his son, still a student, was included in committees of the Academic Senate, benefiting from payments from the university budget. This action constitutes a clear violation of academic ethics and a serious conflict of interest.
The scandal deepens with the way his studies were secured. The vice-rector has guaranteed his son free attendance of the second cycle of studies, artificially attributing to him the status of "excellent student". The irony is that in the first cycle, completed at another university, his academic results have been minimal, with an average of around a 6.
The same nepotistic scheme is repeated in the administration. The university administrator, Haxhire Sulo, has hired her daughter as a lecturer, with no apparent professional criteria other than a family connection to the person who manages the institution's finances. This model has transformed UST into a family network, where the structures are filled with children, spouses, and relatives of the management staff.
The Curriculum Directorate, the body that should guarantee the quality of study programs, has become a haven for the rector's friends, without the appropriate qualifications. Lecturers teach in the auditoriums who, during their studies, were evaluated with minimal grades for the subjects they now claim to teach as experts.
To guarantee impunity, the current leadership has neutralized collegial bodies. The Senate and other decision-making structures function as formal notaries, as their members are “bought” through the employment of family members or other benefits. In this climate, students have also been deprived of the real right to vote and representation.
This degradation of the University of Sports, where diplomas are losing all value and the institution is being administered as private property, requires urgent intervention. Higher education cannot be run as a family business of Agron Kasa, Taqo Prifti, Haxhire Sulo, Robert Çina and their circle.
It is time for the university to return to its students, merit, and public mission. If this does not happen, UST risks remaining a symbol of academic failure and the clientelist takeover of Albanian higher education./ Pamphlet
Në Universitetin e Sporteve të Tiranës, paligjshmëria nuk është më devijim, por metodë. Faktet e dokumentuara tregojnë se kemi të bëjmë me një skemë të përsëritur largimesh nga puna, të cilat më pas rrëzohen në gjykatë, duke i kushtuar institucionit miliona lekë dëmshpërblime, ndërsa askush nuk mban përgjegjësi. Rasti i A.K., ish-pedagog dhe njëkohësisht zyrtar i lartë i FSHF-së, është ilustrues. Mediat kanë raportuar publikisht se ai u akuzua për vendosje notash fiktive dhe Universiteti i Sporteve zgjodhi ta largojë nga puna, duke e paraqitur çështjen si shkelje të rëndë. Por faktet juridike flasin ndryshe. Gjykata Administrative, me Vendimin nr. 51/2023, ka shfuqizuar vendimin për zgjidhjen e menjëhershme të kontratës së punës dhe ka detyruar UST-në ta dëmshpërblejë me 12 paga mujore, për shkak të largimit të paligjshëm nga puna. Vendimi është shpallur titull ekzekutiv, i zbatueshëm menjëherë nga përmbarimi. I njëjti skenar është përsëritur me F.M., pedagog në të njëjtin institucion. Me Vendimin nr. 52/]2023, po e njëjta gjykatë ka shfuqizuar vendimin e largimit nga puna dhe ka detyruar Universitetin e Sporteve të Tiranës ta dëmshpërblejë edhe atë me 12 paga mujore, për zgjidhje të paligjshme të kontratës së shërbimit publik. Dy vendime gjyqësore. Dy pedagogë të kualifikuar dhe të nderuar të larguar. Dy dëmshpërblime të plota. Një institucion që humb në gjykatë. Dhe sërish asnjë përgjegjësi administrative apo disiplinore për drejtuesit që kanë firmosur aktet e paligjshme, POR QË VAZHDOJNË TË LARGOJNË NGA PUNA "ATA QË NUK RINË NË RESHT". Ky model nuk është i rastësishëm. Është i njëjti mekanizëm që përdoret edhe në raste të tjera: – largim i menjëhershëm, – etiketim publik, – përdorim i strukturave të brendshme për të justifikuar vendimin, – dhe më pas heshtje totale, kur gjykata i rrëzon aktet një nga një.
