Ardian Halili, the former director of the Territory Protection Inspectorate in the municipality of Durrës, who was released from prison a few days ago, has been refused investigation by the SPAK Special Prosecution Office, as the file against him did not contain any element of "Active Corruption of Public Officials".
Through a decision declaring incompetence, SPAK, in August 2025, delegated the case of the police material against Halili to the Durrës prosecutor's office, which has already registered criminal proceedings on charges of "Abuse of office" and "Unauthorized construction" for profit.
"Ora News" has revealed the statement of former official Ardian Halili given to the Durrës police, who categorically denied that he did not build the "Saint Michelle Residence" complex without permission.
According to Halil, he was provided with two building permits from the Municipality of Durrës, so he continued the work with polystyrene material.
Further during questioning by police officers, Ardian Halili explained that: " ...it is not true that construction work was being carried out at the "Saint Michelle Residence" entity, but since the IKMT inspectors verbally informed me that the building would be demolished, we tried to remove several items and various furnishings... ".
He explained that all the work was carried out according to the permits obtained from the Durrës municipality, some time ago, and on August 26, 2025, no work was being carried out.
" ...and this is supported by the footage recorded in my building. The allegations that you as a police officer have raised are unfounded. In relation to the works carried out for the pergolas, a procedure was held by the Durrës IMT, for which the Durrës prosecution decided not to initiate criminal proceedings, since there is no illegal construction and at the end of the administrative process, the court ruled in their favor, deciding to repeal the decisions taken by the Inspectorate of Territory Protection in Durrës... ", declared Ardian Halili, husband of the former Durrës prosecutor, Rabiana Haliali.
To convince the judicial police, Ardian Halili, during questioning, presented documents issued by the Durrës municipality, stating that the construction was completed some time ago, but without setting a fixed date.
Halili also claimed that the 11 buildings he built do not constitute illegal construction, as they were built with polystyrene and wooden roofs.
But when asked by the officers why they decided to demolish the buildings themselves, when they were built with the permission of the Durrës municipality, Ardian Halili replied that IKMT inspectors went to the building on Monday and verbally told him to begin dismantling, as according to them, a procedure was being carried out for the demolition of the building.
At the end of his statement, Halili says that the police did not make it clear to him why he was being arrested for "Unauthorized construction", "Abuse of office" and "Active corruption", because a procedure was held for these by IMTV Durrës in May 2022, a period when I was not the director of IMTV and did not hold any state function.
" ...for this procedure initiated by IMTV Durrës, the Durrës District Prosecutor's Office has decided not to initiate the criminal file. Meanwhile, the Administrative Court has decided to repeal the acts held by IMTV Durrës... ", Ardian Halili asserted.
Despite these claims, Halili was arrested by the judicial police on three charges, sending the investigation file to SPAK. However, the SPAK special prosecution declared incompetence, sending the acts against Halili to the Durrës prosecution.
A few days ago, the Durrës court deemed the police's arrest of Ardian Halili illegal. However, it also deemed the request of prosecutor Teuta Rrudha to impose the security measure of "prison arrest" on Halili legitimate.
Meanwhile, two days ago, IKMT inspectors decided to demolish the "Saint Michelle Residence" complex built on Cape Rodoni with TNT. /Ora News
