The creation of Diella, the first Albanian minister generated by artificial intelligence, has caused a stir in the Italian media.

" Corriere della Sera " has dedicated a long article to the phenomenon, describing it as a "futuristic and unusual" choice by Prime Minister Edi Rama.

According to the prestigious Italian newspaper, Diella, he has received one of the most delicate portfolios: public tenders, which for years have been considered the biggest source of corruption in Albania.

Corriere della Sera ” notes that Albania has experienced steady economic growth since 2015, except for the disruption caused by the pandemic in 2020. The IMF predicts a 3.5% GDP growth in 2025, a development that is clearly reflected in construction sites, buildings and new infrastructure across the country.

But the Italian newspaper emphasizes that behind this development lies a "heavy shadow: corruption", which according to it, remains one of the main obstacles to Albania's path towards membership in the European Union. The public tenders sector is mentioned as the most exposed to abuses.

However, according to "Corriere della Sera", Diella's presentation has left many questions open:

Who will supervise the work of the digital minister?

What guarantees are there against manipulation or misuse of the system?

What are the technical specifications of the bot, and what artificial intelligence language model is it built on?

The government team of Albanian Prime Minister Edi Rama has expanded: as of Thursday, September 11, a new minister has been added to the Tirana cabinet. Her name is Diella, her last name is unknown. Not because she has decided to give it up, but because Diella (which means “sun” in Albanian) is nothing more than a bot generated by artificial intelligence.

With a fair face, perfect makeup, long, dark hair and dressed in traditional Albanian costume, Diella has been given the portfolio of public tenders: she will be in charge of signing contracts with private companies.

Minister against corruption

It may seem like a strange idea, at times futuristic, but within the name “Diella” lies the meaning of this choice: sun, clarity, transparency. Albania has been experiencing a period of uninterrupted economic growth since 2015, with the sole exception of 2020, due to the Covid-19 pandemic. In 2025, the country's GDP is expected to grow by 3.5%, according to data from the International Monetary Fund.

This growth is visible to the naked eye: construction sites, scaffolding, new buildings and infrastructure dominate the urban and rural landscape. Everywhere you look, there is construction. But behind this development, there is a shadow that continues to loom: corruption, one of the main problems the country must face to complete the process of joining the European Union. Albania is among the countries with the highest level of corruption in the Balkans, an endemic problem that particularly affects the public tender sector.

And precisely in the name of transparency comes the "servant of public administration", that's what they call Diella. "The process, Rama explained, will be gradual, but the objective is to make Albania a country where public tenders are 100% uncorrupted and where every public fund is fully traceable".

Some open questions

As for human oversight, the prime minister did not provide details on the control mechanisms that will accompany the work of the “digital minister.” At the moment, there is no information about who, or what, will oversee its functioning. Nor was there any mention of the potential risks of manipulation, misuse, or technical shortcomings that could compromise the integrity of the system.

Another open issue: the technical characteristics of the new “robot” minister have not been disclosed. For example, it is not known which artificial intelligence language model it is built on.

Public services platform

In any case, Albanian citizens had known this figure with a reassuring smile for several years. Diella is now integrated into the e-Albania platform, which allows citizens to access almost all public services online: pensions, test bookings, school registrations.

But Diella herself reassures users by explaining that, in addition to her role as minister, she will continue to deal with these services.
