A scandal was uncovered by Tirana police a few days ago where one of the most well-known clinics in the heart of Tirana, near Zogu i Zi, the 'International Medicare Hospital' aesthetic clinic, also known as 'Sante Plus', was deceiving patients by extorting large sums of money and not providing them with medical services.

It was a Portuguese citizen who, in April 2024, came into contact with this private hospital where he requested to undergo three cosmetic surgical procedures.

Referring to his testimony, he made three payments in different periods totaling 5,200 euros.

These services have not been provided for almost a year, and he says he was deceived by postponing the date of his surgery. According to him, the private hospital has not yet refunded the money.

According to him, he handed over the payments to Xhuana Likos, who according to the foreign citizen was the director of the hospital.

The latter, in her testimony, said that she is not the director of the private hospital 'International Medical Hospital', but simply a receptionist whose duty was to receive patients.

She said that the clinic's owners, Turkish citizen Bilal Kara, 45, who is in Turkey, and Geriana Arapi, 32, who is in North Macedonia, told her to introduce herself to patients as the hospital director.

The scandal worsens after a police inspection where expired medications harmful to patients were found in this clinic, as well as preparations whose sale is prohibited.

Not only that, but Bilal Kara and Geriana Arapi took the chef of their private hospital and officially appointed him as the administrator of their business.

Edmond Zaja, 62, who was illegally employed to cook patients' meals, was forced to be appointed administrator of the 'International Medicare Hospital'.

Another violation of this hospital, in addition to the risk to patients of expired medications, was the payments made manually and not through the bank. Even the employees' salaries were given in hand and not declared.

Another piece of evidence that sank Bilal Karan and Geriana Arapin was that of Turkish doctor Yusuf Kenan, who admitted to investigators that he came twice a month to perform surgical interventions at this hospital.
