The National Bureau of Investigation, starting from Monday next week, will be without an official leader. Aida Hajnaj ends her 5-year mandate at the head of the Albanian FBI on Sunday. But due to delays, backstage, behind-the-scenes war, etc., the new head of the BKH has not yet been chosen.

On July 28, the final phase of tests for the 7 candidates was closed: Gledis Nano, Gentian Ndoj, Elton Kërluku, Andi Pogace, Gentian Shehu, Artur Beu, Joni Keta . SPAK itself announced that they will now undergo the process of verification of assets and image. So a kind of vetting.

But, as journalist Anila Hoxha announced a few days ago, the documents have not yet been sent to the institutions to obtain data on wealth and figure. Which means that within this week there is no chance that the commission composed of Altin Dumani, Arben Kraja and Behar Dibra will elect the new leader.

But why this delay?

The signs are that a dirty game has been playing behind the scenes for almost a year. Since the end of last year, Hajnaj had submitted a request to the KLP, where she requested reappointment to the position she holds, a right that she believes is granted by law. “The commission composed of the head of the Special Prosecution Office and two special prosecutors with more years of work experience as prosecutors, after an open and transparent recruitment process, recommends a candidate for Director of the National Bureau of Investigation, who is appointed by the High Prosecutorial Council. The Director is appointed for a 5-year term, with the right to reappointment once,” reads Article 30.

But SPAK interpreted this article differently. Initially, it opened the competition for reappointment, asking Hajnaj to apply and enter the verification phase. Hajnaj rejected this mockery, stating that the law gives him the right to remain in office for another 5 years. At the end of May, SPAK opened a new competition for anyone who was interested and there were many applications, but 7 remained in the race.

Evil mouths say that Altin Dumani has been careful all this time to place a loyal person in that position; this is due to the fact that in December he will no longer be the leader and apparently he has thought of leaving one of his own people at the head of the second most important body.

Aida Hajnaj has had conflicts with both leaders; both Arben Kraja and Altin Dumani. They wanted to treat her as their own body, but BKH is a separate body and Hajnaj has opposed them on many occasions. Initially, they came together to remove her, but along the way, conflicts also began.

Kraja reportedly 'shook' Dumani over the new name, and in June, Dumani dismissed Arben Kraja from the position of head of the Foreign Relations Directorate. Sources from SPAK spoke at the time of a major quarrel between them.

It is said that Dumani has long been eyeing the person who will be appointed head of the BKH; he is among the 7 candidates and is known for his closeness to the head of SPAK. But the signals are that Dumani's plans have not gone well and this job will probably take some time. / Pamphlet
