The rules of conduct for fans at the 2026 World Cup stadiums are becoming increasingly detailed and strict. According to the guidelines of the International Federation of Association Football (FIFA), the list of prohibitions includes not only weapons, narcotic substances and dangerous materials, but also certain forms of behavior that are considered inappropriate in sports venues.
According to international media reports, including the German newspaper "Bild", insults, smoking, the use of electronic cigarettes, offensive gestures and illegal betting activities will be banned during World Cup matches.
One of the points that has attracted the most attention is the ban on what FIFA calls “inappropriate displays of affection.” This broad definition can include excessive hugging, strong outbursts or long, passionate kisses, depending on the interpretation applied in the United States. However, brief kisses between fans are still allowed.
FIFA has not set a clear and detailed limit for this rule, leaving it to stewards and stadium security personnel to intervene in cases where behavior is deemed excessive or disturbing to other spectators.
There have been no reported cases of fans being punished for kissing in stadiums. Similar rules of conduct have been part of sporting event codes in the United States for years.
In addition to inappropriate behavior, organizers have also imposed restrictions on some unusual objects. Flour, toilet paper, balloons, and flags that exceed the dimensions specified by the organization's regulations will not be allowed in stadiums, among other things.
