The benefit will be granted in full or proportionally, according to the working time and status of each employee.

The Government of Kosovo has approved the decision to provide the 13th salary to all employees who receive a salary from the state budget.

Prime Minister Albin Kurti presented the decision as part of the executive's commitments to the public administration. He said that the measure aims to support the families of employees, ease the financial burden and increase motivation in the public service. According to him, the decision was taken while maintaining fiscal sustainability and budget management.

The Minister of Finance, Hekuran Murati, explained that the full 13th salary will be paid to those who have completed 12 full months of work in the public sector. The calculation will be made based on the coefficient value and the coefficient unit that has the respective position for the person appearing on the payroll for the month of March.

For employees who have not completed 12 full months, the payment will be given proportionally, according to the months of engagement during the last 12 months. The same calculation method will also apply to those working reduced hours.

The decision also includes mothers who are or have been on maternity leave during this period. According to the minister's clarifications, they will be treated as full-time employees, in order to benefit from the full 13th month salary and not a partial payment.

This scheme excludes persons who are suspended in the current month or who have been suspended previously. Also, in cases where a person holds more than one additional function or position, the 13th salary will be paid only once. In these cases, the most favorable payment will be taken as the basis for the calculation.
