The voting process for the joint declaration in the Stabilization and Association Committee requires a double majority, i.e. the majority of the members of the Albanian delegation of 14 MPs (7 from the SP and 7 from the DP) as well as 14 MEPs of the EP.

The Albania-European Union Stabilization and Association Parliamentary Committee failed to adopt a joint resolution on the progress of Albania's EU integration process. The document was not voted on due to the lack of consensus between the Socialist Party and the Democratic Party.

Even after discussions held at the committee meeting, the two sides held different positions, failing to agree on a common text with the European Parliament.

In a statement to the media, the blue headquarters claims that "the Socialist Party decided to reject more than 30 amendments proposed by the Democratic Party, which also received the support of MEPs."

"The majority voted against proposals aimed at intensifying the fight against corruption, waiving the political protection offered to officials accused of corruption, implementing court decisions, in particular the Constitutional Court, and strengthening control, transparency and accountability mechanisms. These are fundamental standards that the European Union considers necessary for building a state of law and for advancing the integration process ," says the DP.

Meanwhile, the Socialist Party reacted after the vote in the Albania-European Union Stabilization and Association Parliamentary Committee in Strasbourg, accusing Democratic Party deputies of having taken a stance against the recommendations for the country's European integration process.

In its statement, the Socialist Party claims that opposition representatives voted according to a political instruction from Sali Berisha, describing this stance as incompatible with Albania's interest in advancing towards the European Union.

The Socialists emphasize that their deputies, together with the MEPs, have supported the recommendations presented in support of Albania's membership in the EU, while rejecting the accusations of the PD against the majority for the content of the approved document. According to the SP, the voted text was based on two fundamental documents: the European Parliament resolution on Albania and the resolution adopted by consensus by the Assembly on the integration process.

The Socialist Party argues that it did not submit amendments to the proposed document, since, according to it, repeating the points of these resolutions would not bring added value and would violate the logic of a joint parliamentary document. The Socialist Party also underlines that it supported some of the amendments proposed by the democratic deputies, but opposed those formulations that, according to it, distorted the balance of the document and denied the progress recognized by the European institutions.

The declaration failed to receive a majority of votes from the Albanian delegation, as the votes were divided in this way: 7 votes for the SP and 7 against the DP. The EP delegation also failed to form a majority and the joint declaration only received 5 votes from MEPs.

The differences between the majority and the opposition also appeared during the sessions the day before, when the heads of the parliamentary groups, Taulant Balla and Gazment Bardhi, presented different positions on political developments and the functioning of institutions in Albania to the MEPs.
