The debate on the Zvërnec project was accompanied by strong clashes in the Parliament between Lëvizja Bashkë MP Redi Muçi and Socialist MPs Taulant Balla and Ardit Bido. Muçi demanded the resignation of the Minister of Environment and criticized the government for its management of the project, while Balla and Bido responded with accusations of wealth and illegal construction.
Citizens' protests against the Rama government and the opposition led by Sali Berisha, with calls for imprisonment, were the topic of discussion today in the plenary session of the Parliament.
MP Redi Muçi, of the Together Movement, addressed the Minister of Environment, telling him that it is good for him to resign, and on the other hand, he mentioned Taulant Balla and Ardit Bido, telling Sofjan Jaupaj that the latter should not become like them both.
Immediately after his speech, Balla and Bido responded to Muç.
Balla accused the Lëvizja Bashke MP of being among the richest in the Assembly and of building without permission.
Muçi: We know that what is happening in Zvërnec is not your responsibility, the sultan decides, but you have chosen to put a face on it and so we are dealing with you. I understand that you are doing it for your career, but I invite you to understand the moment we are in. It does you no honor to put a face on this moment. If I were in your place, I would resign. I would not act like a child who squeals like Taulant did, who is not looking for a sister, but wants to become important. He is used to mocking the pulpits, which is why there are now hundreds of thousands of protesters in the square. Taulant is probably dreaming with his eyes wide open that he is important, or maybe he is doing it for internal consumption. Therefore, Sofjan, I invite you not to act like Taulant, nor like comrade Bido, who discovered two people who are in the service of Fredi Beleri at the protest.
Balla: I have a rule that I do not respond to new MPs, but I do not accept one thing, you boy are a very rich man. Among the richest here. Because you come from a family that has built so much in Tirana, and you are even one of those who have built without permission. You come here not as a representative of the builders' association. You have taken the soul of the parks, you come as a spokesperson for the builders' association, meanwhile I did not have you on my radar, but from today I will introduce you and show the Albanians who you are… Marx may have been a good philosopher, but his political theories have died with him. You go there and lie to them and tell them that you are coming to parliament to protect the environment, you are one of those who have taken the soul of the environment.
Bido: Today when I was talking about Marx and Smith, I saw that I definitely believe that Mr. Muçi was Marx, definitely Mayor Peleshi believed that Mr. Muçi was Marx, which represents Marx's conviction and ideology, but Mr. Muçi himself was the one who demanded a response on behalf of Marx, here is the problem.
The problem is that you are two-faced, in terms of attitudes according to the next interest and this is called lack of convictions and it is called populism. As for the term you said neck and neck. The debate on the Zvërnec project moved to Parliament today, where the Minister of Environment, Sofjan Jaupaj, responded to criticism from opposition MPs during an interpellation. Jaupaj guaranteed that the government remains fully committed to protecting nature and explained that the project will undergo an in-depth environmental impact assessment (EIA).
According to the minister, the current legal status of the area allows for controlled economic interventions, aiming for a balance between development and ecology. He added that even European Union directives do not foresee automatic closures, but require rigorous respect for habitats.
" No one can question our commitment to nature because it is measurable. It is a healthy and necessary debate, but we must rely on facts, laws and science."
First, allegations have been raised that the environmental procedure has been bypassed. The facts show that after reviewing the documentation, it was decided that it should be subjected to an in-depth environmental impact procedure, i.e. the highest level of legislation has been activated. The project will be subjected to a full analysis. In other words, the Albanian state has decided that environmental decision-making should be based on scientific evidence. It is precisely the guarantee that nature protection should be based on facts, studies and professional assessments.
Status of the protected area. The Pishe-Poro area has been declared a protected area, category V, which is not a strict natural reserve. The philosophy is based on the coexistence of nature and economic and social activity. Residential centers, etc. can exist on protected areas. Albanian law does not impose prohibitions, but conditions on how they must be implemented.
"The EU requires compliance with the Habitats and Birds Directive. The project should be developed based on the concrete impact it may have. The articles require an appropriate impact assessment and not an automatic ban," Jaupaj said.
