Dutch media outlet De Telegraaf has reported that Albania will no longer be allowed to host the next NATO summit, after failing to meet the minimum agreed upon last year of 2% of GDP, the summit which Prime Minister Edi Rama boasts will be held in Tirana.
Albania could face consequences within NATO after a review conducted by the Alliance revealed that the country has not reached the minimum level of 2 percent of Gross Domestic Product for defense, despite previous reports that presented the objective as met.
According to Dutch media outlet De Telegraaf , NATO announced in March that all member states had reached the 2 percent of GDP threshold for military spending last year. The target, which had been in place for years, was brought back into focus after pressure from NATO Secretary General Mark Rutte ahead of the summit in The Hague.
However, a later verification of the data showed that not all countries had reported their spending correctly. According to a senior NATO official quoted by the Dutch newspaper, three countries did not actually reach the 2 percent target.
The report notes that in some cases, expenditures that should not have been considered part of the defense budget were included in the calculations. NATO sources cite Albania and Slovenia as the two countries with the largest differences, resulting in about half a percentage point below the required level.
According to the same sources, there is a risk that these countries will not reach the target again this year. Concerns have also been raised about Hungary.
The issue takes on particular importance at a time when the US administration is reviewing its military presence in Europe. The United States is expected to reassess within six months the structure of troops and bases it maintains on the continent.
At the same time, US Defense Secretary Pete Hegseth has warned of measures against countries that continue to fail to meet their financial commitments to the Alliance. According to reports, Washington is also seeking to reduce its contribution to the NATO budget, which funds headquarters, missions and joint exercises.
"De Telegraaf" writes that the latest developments could also affect Albania's ambition to organize the next NATO summit. Internal sources within the Alliance, quoted by the newspaper, say that Tirana risks losing approval to host the high-level meeting if the failure to meet defense objectives is confirmed.
Meanwhile, for a year now, Albanian Prime Minister Edi Rama has declared that the NATO Summit will be organized in Tirana in 2027.
"The NATO summit unanimously decided to organize it in Tirana in 2027," Rama wrote on social media, after an Alliance summit held in The Hague, Netherlands.
