In Brussels, they have agreed that Albania will close chapters 25, 26 and 30, for which either there is no need to negotiate at all or Albania has fulfilled all the criteria.
EU member states have agreed at the meeting of Permanent Representatives on Friday in Brussels to close three negotiating chapters with Albania in the framework of the accession negotiations. The closure of these chapters will take place at an Intergovernmental Conference between the EU and Albania on Tuesday, 14 July, in Brussels.
In Brussels, they have agreed that Albania will close chapters 25, 26 and 30, for which either there is no need to negotiate at all or Albania has met all the criteria.
The news was also announced by Prime Minister Edi Rama, who, through a post on the social network "Facebook", tried to sell the closure of these chapters, for which there is no framework from the EU, as a great achievement.
More precisely, Albania will close chapters 25 (Science and Research) and 26 (Education and Culture), chapters which in the past have been opened and closed simultaneously, as there is no common EU legal framework for them, but only some basic principles.
Albania will also close Chapter 30, which deals with foreign policy. Albania has never had any problems with this chapter, as it is 100 percent aligned with the EU's positions on foreign affairs, while also being a NATO member state.
But since the new methodology came into force in the EU enlargement process, no chapter has been closed without the adoption of an interim report on the fulfilment of the transitional criteria in the area of law and order, known by the acronym IBAR. Such a report for Albania was adopted several months late, as there were reservations on the part of some member states.
What is worth noting is that in today's meeting, diplomats from member states reiterated that "Albania has some issues regarding the rule of law" and that they expect Tirana to ensure the independent and unhindered work of the judiciary, especially SPAK.
It is worth noting that on the same day, Montenegro is expected to close two more chapters, bringing the number of closed chapters to 18. Negotiation chapters are also expected to be opened with Ukraine and Moldova. Meanwhile, the attempt by the European Commission, France, Italy, Spain, Greece to open chapters with Serbia has failed, because at least nine EU member states were against it. For each step in the enlargement process, decisions are taken by consensus of all 27 member states.
