Kryeministri Edi Rama ka reaguar me tone të forta në konferencën e fundvitit, ku është ndalur gjerësisht te funksionimi i drejtësisë dhe çështja e zëvendëskryeministres Belinda Balluku. Duke komentuar kërkesën e SPAK për pezullimin e saj nga mandati i deputetes, Rama tha se rasti ka ardhur në parlament “brutalisht” dhe në një mënyrë që nuk ka ndodhur në asnjë vend tjetër.
“Është e pa ndodhur në historinë e botës që një prokuror dhe një gjykatë të bashkohen dhe të kërkojnë pezullimin e një ministri. Ne nuk jemi noterë; parlamenti nuk mund të pranojë 16 mijë faqe ku janë futur gjithë arkivat e një ministrie dhe të quhen prova”, deklaroi Rama.
Por sulmi më i ashpër i kryeministrit nuk ishte ndaj SPAK-ut, por ndaj sistemit gjyqësor në tërësi. Ai denoncoi numrin e lartë të të paraburgosurve në vend, duke thënë se Shqipëria renditet e fundit në Europë për këtë tregues dhe ka kaluar çdo normë të drejtësisë.
“E dini ju sa njerëz janë sot në burg pa qenë të dënuar? Janë më shumë se ata që janë të dënuar me vendim gjykate. Kemi 4.492 të burgosur, prej të cilëve vetëm 1.895 janë të dënuar. Kjo është shkelje e Kushtetutës dhe e Konventës Europiane. Jemi vendi më skandaloz i Këshillit të Europës për nivelin e dënimeve – vetëm Rusia ka qenë më keq, por ajo është përjashtuar”, u shpreh Rama.
Duke iu drejtuar gazetarëve, ai e quajti këtë realitet si një “traumë të përsëritur” për shoqërinë shqiptare dhe nënvizoi se drejtësia po abuzon me lirinë e individit në mënyrë të sistematike.

The Prime Minister made fun of the way SPAK presented the file against Balluku. " These 16,000 pages have provoked me since day one. If I were in the Mandates Council, I would tell them : ' Get up, leave and come back with a file for the parliament'. You cannot come here with 16,000 pages that you call evidence. Contracts, studies, the entire archive of the ministry have been included. There is no way they are the products of an investigation ," Rama said.
-Mr. Prime Minister, for years you have set a standard where you have said that the Socialist Party does not turn into a law firm for those who have problems with justice. What made you change this stance when it comes to Deputy Prime Minister Belinda Balluku, and now that the socialist members of the Mandates Council have 16,000 pages at their disposal that SPAK has sent along with the report. Are you convinced that this evidence is sufficient to fulfill the request that SPAK has put on the table?
Rama: Now, neither I nor anyone else has entered into the content of the case. Have you heard a single word of advocacy on our part about the specific case? This case is different from other cases because it came to us. When the case comes to our door, the legislative power, or not, must express itself. The Mandates Council is not a notary's office, it is a quasi-court, it is called. And the parliament does not notarize. It is not a notary. It receives the prosecutor's requests, it sees them.
These 16 thousand pages have provoked me since day one. If I were in the Mandates Council, I would tell those who came, 'Get up, leave and come back with a file for the Albanian parliament, for the deputies'. You cannot come here with 16,000 pages that you call evidence. Do you know what those 16,000 pages are? They are 16,000 pages where contracts, studies, the entire archive of the ministry have been included. There is no way they are the products of an investigation.
The case comes to Parliament, and the case before it went to Parliament, was brutally introduced into the territory of the executive branch, a scandalous request for suspension. Now I can say it with all my heart. We have searched everywhere if there is a second one. There is not. It has not happened in Europe or anywhere in the world. For a judge and a prosecutor to gather and say; this is what we decided. We took a stand.
We will also take a stand in Parliament. Albania is the most scandalous country in the Council of Europe, I don't say that, but the figures do. We are different from others, for imprisoning people without trial. Kryeministri Edi Rama tha sot në konferencën e fundvitit me mediat, se vitin e ardhshëm sektori i shëndetësisë do të zërë një vend të veçantë në buxhetin e shtetit dhe në planet e qeverisë.
Ai deklaroi se do të ketë një fond shtesë me 15 mln euro për Onkologjikun dhe sëmundjet kanceroze, teksa shton se për pacientët me këtë sëmundje vrasëse do të ketë edhe rimbursim medikamentesh.
Edi Rama po tenton të krijojë imazhin e një shërbimi shëndetësor që, sipas tij, po ecën drejt standardeve të larta. Realiteti që pacientët përjetojnë çdo ditë në Onkologjik e rrëzon këtë narrativë. Ky spital vijon të mbetet simbol i dështimit shtetëror në shëndetësi, me mungesa të vazhdueshme ilaçesh, kushte degraduese dhe trajtim që cenon dinjitetin njerëzor.
“Parashikohet rritje e pagave të mjekëve dhe infermierëve, sikurse dhe rritje e shpërblimit të tyre sipas punës. Në tërësi parashikohet që paga për ta sipas kategorive të rritet 135 euro në muaj. Po kështu njohja e vjetërsisë së punës dhe vlerësimi i saj. Gjithashtu edhe në shërbimin e trajtimit mjekësor dhe medikamente, pasi kanceri është bërë agresiv dhe po vret më shumë. Kemi dhënë 15 mln euro më shumë për këtë kategori te Onkologjiku dhe po vijohet më tej për të rritur kapacitetet e shërbimit. Po kështu edhe projektet e tjera, si transplante për gjirin dhe për pacientet gra”, tha sot kryeministri.

Prime Minister Edi Rama is delivering his speech at the end-of-year conference, speaking about schools and education, which according to him is a sector that has made important steps.
Rama said that from September 2026, transportation for students and teachers will be provided with "Made in Albania" cars.
Rama boasts about schools that are overcrowded with students even though we are at the end of 2025. But, we must remind the prime minister that in many schools in Tirana, classes are held in two shifts.
Rama forgets that first and foremost, schools need safety because minors are being beaten and killed with knives, then comes transportation.
"In education, we have made important steps, starting from the technology system for students. 350 schools, the number of smart lab points, and we will work to achieve the announced objective, also based on the funding made available, of having 1,000 smart labs by 2027. It will provide a very helpful and significant basis for all children and students to be included as soon as possible in the new world of technology. The construction of the arismore infrastructure has continued, the transportation project with vehicles manufactured here in the country has started. And we believe that from the next educational season in 2026, we will put into use the first vehicles that will then be extended throughout the territory for the transportation of teachers and students.
The national professional development program for teachers, psychologists and security officers has continued. The Smart City agreement has been signed, a component of which is the significant increase in school safety. The project for the revival of the French Lyceum in Korça has progressed positively, the curriculum structure has been prepared, the draft law has been prepared and the building implementation project has been completed. Construction work will begin in 2026. The number of security officers in schools has doubled, the number of students has been reduced to one psychologist and social worker, a new real-time information mechanism between teachers, parents and students has been built, the code of ethics for teachers has been approved and has begun to be implemented, and the review of curricula in all grades has begun. In 2026, the application of new curricula for grades 1, 6 and 10, which is imposed by the times with sciences, will begin. Investments have also been made in higher education and continue. "Reconstruction projects of the building of the faculty of civil engineering, geology and mining, the faculty of Durrës, Elbasan, while the first phase has been completed for the studios that will participate in the competition for the new campus project of the University of Durrës. The internationalization process has begun to deepen. The transportation of UBT in cooperation with BOKU of Vienna continues, so that we have a unified diploma ," said Rama.
Prime Minister Edi Rama announced during his end-of-year press conference that the salary of doctors will increase by another 135 euros, while seniority for healthcare personnel will also be recognized. According to him, this is another step towards improving working conditions for doctors and nurses, as part of the healthcare reform.
" The salary for doctors will increase by another 135 euros. The other building of Queen Geraldine is being approved. The Cardiology Hospital at the QSUT has been built. The Peqin Hospital has been reconstructed ," declared Rama, mentioning some of the investments made and in progress.
He also added that private vehicles will no longer be allowed within the territory of the QSUT. According to him, there will be a special parking lot. " All cars from the territory of the QSUT will be removed, a park will be created. All vehicles, except for work vehicles, will have their place in this large multifunctional parking lot of the center ," the prime minister emphasized.
At the end-of-year conference, Prime Minister Edi Rama announced the start of a new chapter for the Albanian economy; the drastic reduction of cash use. The government will impose the obligation for all businesses, without exception, to offer electronic payment options, starting in 2026.
" By June, every business in the tourism and transport sector will have to guarantee alternative forms of payment for citizens; not only cash, but also digital means ," Rama declared. He added that within the next year, this obligation will be extended to all businesses in the country, giving citizens and visitors the opportunity to pay by card or other modern platforms.
" What I want to emphasize is that by June every business operating in the tourism and transport sector will have to guarantee alternative forms of payment for citizens, not just cash and nothing else, but also the means to make electronic payments. Within the next year, every business in Albania must guarantee an alternative form of payment. For locals or visitors to pay by card or other forms of electronic payment ," said Rama.
At the end-of-year conference with journalists, Prime Minister Edi Rama chose to emphasize the positive assessments attributed to Albania in an index published by the American Cato Institute, stating that our country is ranked 39th in the world and 9th in Eastern Europe for economic and human freedoms.
" The American Cato Institute, which is a well-known institute, also publishes the Index regarding human and economic freedom, and I am pleased to share with you that Albania has a very encouraging position and is ranked 39th in the overall classification and only 9th in the entire Eastern Europe, where in terms of economic freedom it ranks ahead of countries like Poland, Bulgaria, Croatia and so on, and for human freedom ," declared Rama.
But at the same time, the prime minister did not mention a single word about the official report of the US State Department, published a few weeks ago, which lists Albania as a problematic country for the investment climate, due to widespread corruption, political interference in the judiciary and lack of contract enforcement.
