A conflict in Germany over drug trafficking is suspected to be the motive for the murder of 23-year-old Renis Dobra, an event that occurred on the evening of July 8, while the body was found in Lake Shkopet a few hours after the crime.
Local leaders of the Dibra Police have provided details regarding the incident, the arrest of two of the perpetrators and the announcement of a search for two others. The Dibra Police Director said that 23-year-old Dobra had been convicted in Germany for drug issues, adding that he was strangled with a noose and then thrown into the lake.
According to the official statement, special investigative methods were used to uncover the crime.
"The perpetrators threw the vehicle, along with the victim's body, into the lake, but the body has been recovered," said police officials.
Regarding the suspected perpetrators, local leaders of the Dibra Police said that they are the Bushgjokaj brothers and Petrit Çakri, 55 years old.
One of the Bushgjokaj brothers, Fatjoni, has been arrested by police in the Astir area of Tirana, while the other two, Kristi and Aleksandri, have been declared wanted. Petrit Çakri has also been placed in handcuffs.
Regarding suspicions that the perpetrators had used police uniforms to take the 23-year-old hostage, Dibra police leaders dismissed it as an option.
"The 4 people were not wearing police uniforms and did not use signs associated with the police. Four people were arrested during the operation, while work continues to arrest other people related to the events. 20 cell phones, 7 vehicles, drugs and other evidence that will help the investigation were seized," it was said at a press conference.

I am here, together with the Head of the Prosecution, Mr. Abaz Muçaj and the prosecutor of the case, Ms. Alisa Spahja, to present to you the results of the intensive and complex investigation, which was finalized with the clarification of the authorship and circumstances of the murder of citizen RD, 23 years old, whose lifeless body was found by the Police services, near Lake Ulza, on July 9, 2025, after his father reported the 23-year-old's departure from the apartment.
Menjëherë pas ngjarjes, grupi i posaçëm hetimor, i përbërë nga strukturat hetimore të Drejtorisë Vendore të Policisë Dibër, të asistuara nga ekspertë të Drejtorisë për Hetimin e Krimeve të Rënda dhe të Drejtorisë së Forcës së Posaçme Operacionale të Departamentit të Policisë Kriminale të Drejtorisë së Përgjithshme të Policisë së Shtetit, dhe të drejtuara nga Prokuroria pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Dibër, kreu një hetim intensiv njëjavor, me metoda speciale, në kuadër të procedimit penal të regjistruar në Prokurorinë e Dibrës, për këtë rast.
Si rezultat i një pune të mirëorganizuar hetimore, fiksimit dhe analizimit të provave nga vendngjarja, administrimit të shpejtë të informacioneve dhe pamjeve filmike të siguruara nga Policia në lidhje me autorësinë e rastit, si dhe i veprimeve të tjera profesionale policore, u bë e mundur zbardhja e autorësisë së vrasjes së shtetasit R. D..
Konkretisht, në kuadër të operacionit policor të koduar “Bashkëfajësia”, shërbimet e Drejtorisë së Forcës së Posaçme Operacionale të Drejtorisë së Përgjithshme të Policisë së Shtetit, në bashkëpunim me strukturat e drejtorive vendore të Policisë Tiranë dhe Kukës, në zbatim të urdhrit të prokurorit, vunë në pranga shtetasit:
-P. H. alias P. C., 55 vjeç, banues në Tropojë, i cili u arrestua në fshatin Golaj, Kukës, i dyshuar për veprat penale “Vrasja me paramendim”, kryer në bashkëpunim, dhe “Rrëmbimi dhe mbajtja peng e personit”;
-F. B., 34 vjeç, banues në Kamzë, i cili u arrestua në zonën e Astirit, Tiranë, për veprat penale “Vrasja me paramendim”, kryer në bashkëpunim, dhe “Rrëmbimi dhe mbajtja peng e personit”.
Gjithashtu, u identifikuan dhe u shpallën në kërkim shtetasit K. B. dhe A. B., vëllezërit e shtetasit të arrestuar F. B..
Vijojnë kontrollet dhe kërkimet, me qëllim lokalizimin dhe kapjen e tyre.
Nga hetimet e thelluara të kryera nga grupi i posaçëm hetimor, në drejtimin e Prokurorisë, rezultoi se më datë 08.07.2025, rreth orës 22:10 në fshatin Zenisht, Burrel, shtetasi R. D. është marrë peng dhe me pas është vrarë, nëpërmjet strangulimit (mbytjes me litar).
Autorët, pas vrasjes, e kanë hedhur automjetin e 23-vjeçarit, bashkë me trupin e pajetë të tij, me qëllim që të binin në liqenin e Ulzës. Gjatë rënies, trupi i 23-vjeçarit ka mbetur pranë sektorit "C", pa rënë në liqen, ndërsa automjeti ka rënë në liqen, ku dhe u gjet.
Nga informacionet e siguruara rezulton se 4 shtetasit që kanë marrë pjesë në vrasjen e 23-vjeçarit, nuk kanë qenë të veshur me uniformë policie, si dhe nuk kane përdorur asnjë logo apo automjet te Policisë.
23-vjeçari ka qenë i dënuar në Gjermani, për shpërndarje të lëndëve narkotike, në kuadër të grupit të strukturuar kriminal. Ai dyshohet se me 4 shtetasit e lartpërmendur, autorë të dyshuar të vrasjes, ka patur mosmarrëveshje që lidhen për veprimtari kriminale në fushën e narkotikëve.
During the investigation period and operational actions, 20 cell phones, 7 vehicles, a sum of euros, a quantity of the narcotic substance Cocaine, as well as other evidence that will serve the investigation, were seized.
Meanwhile, in relation to the incident, the Directorate of the Special Operational Force of the State Police has escorted 4 other citizens to the premises of Police Commissariat No. 6, Tirana, for whom intensive investigations are being conducted to determine and individualize criminal responsibility.
Under the direction of the Dibra Prosecutor's Office and with the support of the General Directorate of the State Police, the special investigative group of the Dibra State Police is intensively continuing the investigation, to fully clarify the circumstances of the event, as well as to capture other citizens involved in this serious criminal event.
The Dibër Local Police Directorate assures the citizens of the Dibër district that it is working to the maximum extent to prevent and crack down on any illegality that violates the lives and property of citizens.
Also, in close cooperation with law enforcement agencies and with the support of the General Directorate of the State Police, work is being done to prevent and crack down on criminal activity in the fields of narcotics and illegal trafficking. I take this opportunity to call on all citizens of the Dibër district to cooperate more with the Police, by denouncing any illegality.
Preventing and cracking down on the cultivation and trafficking of narcotics, illegal weapons possession, property theft, unauthorized construction, as well as ensuring overall security throughout the tourist season, are priorities of the work of the Dibër Local Police Directorate.
