Gilmando Dani and his friend, the employee of the Police Supervision Agency, Mustafa Sheqeri, after parking their Benz vehicle at Rinas airport, headed for Barcelona, where they had planned to stay until November 10, but a plane delay postponed their trip to November 11. Dani and Sheqeri stayed in Barcelona for 4 days, where they also met other people for whom investigators have requested information from the Spanish authorities, but still without any results. Four enigmatic days that ended on November 11, when they left for Albania.

After four days in Spain, Gilmando Dani and Mustafa Sheqeri arrive in Albania, in Rinas. Both with a handbag, after passing through the airport exit, they head to their vehicle that has been parked in the airport parking lot for 4 days. All their movements until the moment they get into the car are watched by an eye, a person standing behind them as if invisible, who transmits Dani and Sheqeri's movements a few meters further, to the Rinas district, where the cars parked at the airport exit. The team of killers was there.
"At the white lines in the Rinas district, where the exit from the airport parking lot ends, the first gunshots began. Behind my back are these white lines where thousands of Albanian citizens and foreign visitors pass every day. Where on November 11th at around 2:14 p.m. these white lines turned into a crime scene."

Meanwhile, another white car arrives and stops at the place where it was parked before. The Toyota vehicle only stays for 15 seconds and then 3 people with Kalashnikovs get out of the car and shoot a barrage of bullets towards the Benz vehicle, where Gilmando Dani, the passenger, and Mustafa Sheqeri, the driver, were.
Within 20 seconds, all vehicles leave the Rinas district, leaving only the Benz car in which Dani and Sheqeri were, and the perpetrators' Toyota car. One of the perpetrators approaches the car again and shoots from close range to make sure they carried out the assassination accurately. They then quickly leave, reports A2 CNN.
The bullets took the lives of Gilmando Dani and Mustafa Sheqeri, but many citizens miraculously escaped the bullets. As can be seen from the footage, two men lower their heads as the bullets pass right by them. Women hiding behind cars with their hearts in their hands, until the shooting ends. For 1 minute and 5 seconds from the start of the first shots, there was no reaction from the police and no police car approached the scene, even though the Rinas Police Station is very close to the Rinas district and there is always a group ready to intervene.

The distance to the inside of the police station building is about 600 meters, but only 150 meters is the distance from the scene to the outer road in front of the Rinas police station, where a van with a ready police team is always parked.

The question everyone asks is: how can an area be covered by a police station that is 20 km away from the Rinas district and not be covered by the Rinas Police Station itself?
But the law on the State Police states that every police officer must react in any circumstance, even outside of working hours, which is why every police officer also carries a service weapon. In short, according to the law, the Rinas Police Station had to react in a timely manner, whether or not the Rinas district area is under its jurisdiction.

Në kamerat e sigurisë që disponon grupi hetimor, personi që i ruan, del në këmbë dhe shoqëron me sy automjetin tip Benz ku udhëtonin Gilmando Dani dhe Mustafa Sheqeri. Ai qëndron në këmbë duke parë gjithë ngjarjen dhe pasi kryhet akti i rëndë, largohet. Këto të dhëna janë mbledhur nga hetuesit. Ky person luan një rol kyç në zbardhjen e kësaj ngjarjeje.

Gjatë kontrolleve në këtë banesë u gjetën kallëpe tritoli, granata dore, sasi lëndësh plasëse gati për shpërthim, të montuara me kapsolla detonatore, fitil zjarrpërcjellës dhe celularë (mina), 4 armë zjarri (2 automatikë dhe 2 pushkë) dhe 6 mijë fishekë të kalibrave të ndryshëm.
Në vijim të veprimeve procedurale për rastin, u shpall në kërkim pronari i banesës, shtetasi Ylli Zalla, 48 vjeç. Më tej, policia njoftoi se po punohet intensivisht për kapjen e tij, si dhe po hetohet për zbardhjen e lidhjes së mundshme që mund të ketë 48-vjeçari me ngjarjen e ndodhur te rrethrrotullimi i Rinasit.

If we had Smart City cameras, the incident would have been solved faster, the authorities said. No one talked about the employment in the Police Supervision Agency of a person with a precedent like Mustafa Sheqeri, who was killed in the assassination attempt and was associated with Gilmando Dani. This fact was forgotten by the authorities, as was the fact that national security was violated, but all attention was focused on the smart camera.
These cameras can help, but prevention must begin before the event. Smart cameras record license plates, faces, and routes. But the perpetrators used stolen vehicles, masks, and burned evidence. The state should focus on prevention, identifying bystanders, and responding promptly. The Rinas assassination was a planned execution with three observation points and a careful escape. But near a protected area, no one stopped it. This incident shows that prevention should be the state's priority, not just solving the case.
