"...We do not surrender to the living police, we surrender only to the dead Allah...Allahu Akbar...", these are the words that Julian Cumraku told the Puka police officers, as soon as he realized that their apartment in the village of Orosh was surrounded by numerous police forces.
Despite their conviction not to surrender and fight with the RENEA forces, the arrival at the scene of Besnik Uka, Erzen Uka's brother, has brought about a softening of their reaction, leading to them leaving the apartment unarmed and surrendering to the police.
It is learned that an attempt was made to interview the persons under investigation, Erzen Uka and Julian Cumraku, but they refused to respond and sign.
Under these conditions, no minutes have been compiled for the questioning of the persons under investigation.
Only Erzen Uka's brother, Besnik Uka, was questioned, who stated to the police that:
"...he received a call from his brother Erzeni, telling him that they were surrounded by police and to pray for him. Then Besnik contacted the police, agreeing to be part of the negotiation to surrender. After going to the scene, he managed to convince the people to surrender after a few minutes of negotiation..."
What began as a routine operation to comb the area with the aim of discovering the cultivation of narcotics, ended in the siege of an abandoned house in the village of Orosh, where inside were two people with pronounced Radical Islamic leanings, Erzen Uka and Julian Cumraku.
The anti-terror unit has previously identified the two people as individuals who spread propaganda for "ISIS" and display its symbols, but only one of them, Erzen Uka, has been arrested and sentenced to 2 years in prison on charges of "Incitement, hatred and religious conflict."
Currently, a criminal case No. 1837 has been registered against the two above-mentioned persons at the Shkodra Prosecutor's Office, on the charge of "Unlicensed possession and production of weapons, explosive weapons and ammunition".
According to the investigation file, it was proven that:
“…on November 24, 2025, at around 09:00, the services of the Puka Police Commissariat, in implementation of the plan of measures to prevent the cultivation of narcotic plants, during the control of the territory in open and closed environments, in the place called the village of Orosh, Administrative Unit “Qafë-Mali”, a person, initially unidentified, was found, who left as soon as he saw the police forces, entering an abandoned apartment, property of Pjetër Cumraku…”.
Police officers called him to leave the apartment, but the person in question refused, threatening the police officers and stating that:
"...I will not surrender to the police alive, I will only surrender to Allah dead..." and continued chanting: "...Allahu Akbar...".
The person in question then introduced himself as Adem Cumraku and continued to threaten police officers.
The police officers kept the apartment under surveillance and requested support from the "Renea" special forces, taking into account the danger posed by the person in question and his tense state. During the negotiations, it was possible to identify the person inside the apartment as citizen Juljan Cumraku.
After the "Renea" special forces arrived at the scene and took up positions, they immediately surrounded the building where the trapped people were and called out to the people with a megaphone.
"…State Police…", "…RENEA Forces…", "…You must come out and surrender…".
But immediately after these words, several automatic gunshots were fired from inside the apartment, causing the police to position themselves for an attack.
Meanwhile, during the negotiations to surrender, another person, Erzen Uka, was identified. Negotiations continued until around 8:00 p.m., when the aforementioned persons, after negotiations with their families who were called to convince them to surrender, agreed to surrender by leaving the apartment.
During the inspection of the scene, which was located inside the abandoned apartment of Pjetër Cumraku, specifically in the room located on the southeast side of the first floor, on the eastern wall, five firearms of various types were found hanging on the wall and in their center was a black flag with Arabic letters, like the one used by the ISIS terrorist organization.
Specifically, during the examination of the crime scene, the following items were found and seized as material evidence:
-A Model 56 automatic firearm, along with three magazines of 88 (eighty-eight) rounds, which was found hanging on the wall on the east side of the living room on the first floor of the apartment.
-A pistol firearm with the inscription "ZASTAVA CAL6.35", with a 4-round clip.
-A Model 56 automatic firearm, along with three magazines containing 89 rounds of ammunition, was found hanging on the east wall of the first-floor living room of the apartment.
-An automatic firearm (Sharz model),
-A black and Arab-themed flag, like that of the Islamic State Terrorist Organization (ISIS).
Meanwhile, 5 sports bags were also found, inside of which were found clothes and religious books titled:
