Marjan Rroku, the former SHISH agent sentenced to life imprisonment for the murder of his girlfriend and her mother in 2001 in Tirana, has lost another battle in the Constitutional Court.
This court has decided not to review an appeal filed by him in a plenary session, thus leaving unchanged the sentence he received as the author of the murder of Alda and Mbarime Canaj.
In his fourth consecutive appeal to the Constitutional Court, the former SHISH agent sought to overturn the judicial decisions of the Tirana Court of Appeal and the Supreme Court for his life imprisonment.
In the same appeal, he requested the annulment of the three levels of trial for the decision that rejected his request for the invalidity of the order for the execution of the criminal conviction.
According to Rroku, the execution order was invalid, as it was signed only by the head of the body and not by the two members. The Constitutional Court did not legitimize Rroku's appeal against the three life imprisonment decisions, because it was filed beyond the legal deadline.
According to the Constitutional Court, the appeal was filed in April 2025, 11 years after the applicant learned of the sentence, at a time when the current deadline is 4 months, while the one provided for in the law at the time was 2 years.
Marjan Rroku was convicted in absentia by the Albanian justice system in 2002, after he evaded justice during the investigation and trial. He was arrested in the US and extradited to Albania in 2014, where he has been serving his sentence since.
