Why did Rama replace only 2 of the 3 members whose mandates have expired?
The renewal process of the Supervisory Council of the Bank of Albania is taking place amid delays and a lack of transparency, creating uncertainty and suspicions of bargaining.
At the end of 2025, the mandates of six members of the Supervisory Council ended: Luljeta Minxhozi (first deputy governor), Ridvan Bode, Suela Popa, Edlira Luçi, Artan Hoxha, Violeta Staka.
The law provides that three members of the Supervisory Council are proposed by the Assembly, while three others are proposed by the Council of Ministers, to maintain institutional balance.
The Albanian Parliament has opened procedures for only three vacancies, specifically for the replacement of: Luljeta Minxhozi, Artan Hoxha and Violeta Staka .
20 candidates applied in this process, of which 18 appeared in the hearings in the Economy Committee. After the hearings are completed, the candidates must secure the support of at least 28 deputies to proceed to a vote in the plenary session.
This process, although delayed, has been conducted openly, with public hearings and accessible documentation.
Meanwhile, it is up to the Council of Ministers to propose three other names to replace them: Ridvan Boden, Suela Popa, Edlira Luçi.
But yesterday the government only submitted two candidacies, Jonida Prifti and Ervin Mete, leaving the absence of a third name without a public explanation, although the legal procedure clearly provides for it.
"Pamfleti" denounced a few days ago the fact that Rama and Berisha have decided to leave Ritvan Boden in the BoA. According to the law on the Bank of Albania, the mandate of the member of the Supervisory Council has also ended for Ridvan Bode, but the Parliament and the Bank of Albania, in agreement between them, have not declared the end of his mandate nor the announcement of the vacancy. The fact that Rama came up with two names adds even more to the bargaining.
Furthermore, the government has not made public the list of candidates who applied, nor the selection criteria, turning the process into a closed decision-making process, without transparency and without verifiable competition.
Former minister and former Council member, Arben Malaj, who was part of the competition, described the process as a direct legal and institutional violation.
" The Bank of Albania is an institution of the Republic of Albania, not the political property of any Prime Minister, neither current nor future. I wish the leadership team of the Bank of Albania and the proposed and to be selected colleagues success, despite the climate of pressure and lack of transparency that is being imposed on this process. The government has a clear legal and institutional obligation to make the list of competitors public and transparent. Its silence and concealment constitute a direct violation of the law. This process has been developed by the Albanian Parliament with maximum transparency, in accordance with the Constitution and the principles of accountability and equality before the law. Any deviation from this standard is an institutional regression ," writes Malaj.
Meanwhile, a few days ago, EU Ambassador SIlvio Gonzato was in the Parliament on this issue, where he met Milva Ekonomi. " We also discussed the importance of a transparent and merit-based selection process for vacant positions in the Supervisory Council of the Bank of Albania, which is essential for maintaining the independence of the Bank and public trust ," Gonzato said.
