Free oil for farmers, one of the most direct benefits of recent years, will no longer be part of the national agricultural support scheme.
The government's decision for 2026 removes this measure, despite coming at a time when fuel prices remain high and constitute one of the main costs for agricultural production.
Meanwhile, in public statements, Prime Minister Edi Rama has repeatedly emphasized that support for agriculture has increased. But in practice, one of the most tangible aids for farmers—tax-free oil—is being removed from the scheme.
Instead, the government proposes a different model: less direct cost relief and more financing through subsidies and investments.
According to the decision, support will focus on payments for planted areas and registered livestock, as well as grants for farm development, agro-processing and agricultural mechanization.
On paper, investment funds amount to 2.5 billion lek. On the ground, it remains to be seen whether these measures will actually replace a daily cost like fuel, which directly affects every work process on the farm.
The scheme also includes support for livestock farming, beekeeping, organic farms and agricultural certifications, aiming to modernize the sector.
But for many farmers, the key change is simple: from immediate and concrete assistance, to support that requires applications, investments, and time.
The decision enters into force after publication in the Official Gazette, while the real effect of this new scheme is expected to be felt in the coming months, along with fuel bills.

In accordance with Article 100 of the Constitution, point 3, Article 6, of Law No. 9817, dated 22.10.2007, “On Agriculture and Rural Development”, letter “c”, point 2, Article 18, of Law No. 64/2012, “On Fishing”, as amended, and Law No. 87/2025, “On the 2026 Budget”, upon the proposal of the Minister of Agriculture and Rural Development, the Council of Ministers
DECIDED:
1. The fund approved in the 2026 budget for the Ministry of Agriculture and Rural Development, under the item "Transfers to household budgets" (economic account 606), is used for:
a) increasing the competitiveness of agricultural and livestock products, by reducing costs through direct payments for cultivated area and registered animals;
b) biological control of vegetable pests in greenhouses, certification of agricultural products and organic farms;
c) support with grants for investments in farms, agro-processing, aquaculture and agrotourism.
2. Masat e mbështetjes dhe masa e financimit nga fondi i programit për bujqësinë dhe zhvillimin rural janë, si më poshtë vijon:
2.1. Pagesa direkte në bujqësi dhe blegtori është, si më poshtë vijon:
a) Në vlerën deri në 12 000 (dymbëdhjetë mijë) lekë/krerë, për tufën bazë të matrikulluar (kafshët riprodhuese), për fermer/aplikant, me jo më pak se 5 (pesë) krerë lopë dhe /ose mëshqerra.
Për pjesën mbi 50 (pesëdhjetë) krerë, masa e përfitimit zvogëlohet me 50%, përjashtuar rastet e aplikantëve me status “Shoqëri të bashkëpunimit bujqësor (në vijim SHBB)”;
b) Në vlerën deri në 1 500 (një mijë e pesëqind) lekë/krerë për tufën bazë të matrikulluar (kafshët riprodhuese), për fermer/aplikant, me jo më pak se 50 (pesëdhjetë) krerë dele dhen/ose dhi.
Për pjesën mbi 300 (treqind) krerë, masa e përfitimit zvogëlohet me 50%, përjashtuar rastet e aplikantëve me status “SHBB”;
c) Për mbarështimin e bletarisë, në vlerën deri në 2 000 (dy mijë) lekë për zgjua, për fermer/aplikant, me jo më pak se 25 (njëzet e pesë) zgjoje.
Për pjesën mbi 150 (njëqind e pesëdhjetë) zgjoje, masa e përfitimit zvogëlohet me 50%, përjashtuar rastet e aplikantëve me status “SHBB”;
ç) Për dosa dhe/ose paradosa të matrikulluara, në vlerën deri në 7 000 (shtatë mijë) lekë/krerë dosë/paradosë, për fermer/aplikant, me jo më pak se 5 (pesë) krerë dosa dhe/ose paradosa.
Për pjesën mbi 100 (njëqind) krerë, masa e përfitimit zvogëlohet me 50%, përjashtuar rastet e aplikantëve me status “SHBB”;
d) Për kontrollin biologjik të dëmtuesve të perimeve (domate, speca, tranguj) në serra dhe/ose luleshtrydheve në tunele plastike, masa e përfitimit është 70% e vlerës totale të faturave tatimore, për blerjen e materialeve biologjike, përfshirë insektet e dobishme, por jo më shumë se 40 000 (dyzet mijë) lekë për dynym, në rastin e dy mbjelljeve në vit.
Për fermerët individualë, që aplikojnë për mbështetje për kontrollin biologjik, sipërfaqja minimale e kultivuar është 1 (një) dynym, ndërsa për aplikantët me status “SHBB”, sipërfaqja minimale është 1 (një) ha, për secilën nga mbjelljet;
dh) Për fermat organike për periudhën në kalim, vitin e parë, në vlerën 100 000 (njëqind mijë) lekë, në vitin e dytë 150 000 (njëqind e pesëdhjetë mijë) lekë, në vitin e tretë 150 000 (njëqind e pesëdhjetë mijë) lekë dhe 200 000 (dyqind mijë) lekë për fermë të certifikuar;
e) Për implementimin dhe certifikimin global GAP, përfshirë mbulimin e kostove të analizave të produkteve në perime, fruta, rrush, ullinj, agrume dhe kultura të tjera bujqësore të certifikueshme, në masën 50% të vlerës totale të faturës tatimore, por jo më shumë se:
i. 175 000 (njëqind e shtatëdhjetë e pesë mijë) lekë, për sipërfaqe jo më pak se 1 (një) ha për certifikim individual;
ii. 500 000 (pesëqind mijë) lekë, për sipërfaqe jo më pak se 3 (tre) ha në ambiente të mbrojtura dhe jo më pak se 10 (dhjetë) ha në fushë të hapur, për certifikim në grup, me minimumi 10 (dhjetë) fermerë të përfshirë;
iii. 700 000 (shtatëqind mijë) lekë, për sipërfaqe jo më pak se 15 (pesëmbëdhjetë) ha në ambiente të mbrojtura dhe jo më pak se 30 (tridhjetë) ha në fushë të hapur, për certifikim në grup, me minimum 20 (njëzet) fermerë të përfshirë.
ë) në vlerën deri në 10 000 (dhjetë mijë) lekë për ha, për sipërfaqe të mbjellë me kultura bujqësore. Sipërfaqja totale, për të cilën aplikohet, duhet të jetë jo më pak se 3 (tre) ha.
Për sipërfaqe mbi 10 (dhjetë) ha, masa e përfitimit zvogëlohet me 50%, përjashtuar rastet e aplikantëve me status “SHBB”;
f) për mbështetje për aktivitetin ripopullim peshkimi për ujërat e brendshme për blerje rasate peshku, masa e përfitimit është në 50% e vlerës totale të faturave tatimore, por jo më shumë se 200 000 (dyqind mijë) lekë për subjekt.
2.2. Mbështetje për investime për:
a) masat e përcaktuara në shkronjat “a”, “b”, “c”, “ç”, “d”, “dh”, “e”, “ë” dhe “f”, të nënpikës 2.4, të vendimit nr.150, datë 6.3.2025, të Këshillit të Ministrave, “Për përcaktimin e kritereve bazë, të sektorëve që do të mbështeten dhe të masës së financimit nga fondi i programit për bujqësinë e zhvillimin rural, për vitin 2025”, të ndryshuar;
b) fermerë të rinj, për investime në ferma bujqësore dhe blegtorale, masa e përfitimit është në 70% e vlerës totale të faturave tatimore, por jo më shumë se 1 000 000 (një milion) lekë;
c) ndërtimin/rikonstruksionin e staneve dhe/ose pajisjeve për përmirësimin e kushteve, masa e përfitimit është në 70% e vlerës së faturave tatimore, por jo më shumë se 3 000 000 (tre milionë) lekë për subjekt.
ç) pajisje, makineri dhe mjete bujqësore për mekanizimin dhe modernizimin e proceseve të punës në ferma bujqësore dhe blegtorale, masa e përfitimit është në 50% e vlerës së faturave tatimore, por jo më shumë se 500 000 (pesëqind mijë) lekë për subjekt dhe jo më pak se 50 000 (pesëdhjetë mijë) lekë për subjekt.
3. Fondi total për mbështetjen për investime, të përcaktuara në shkronjat “a”, “b”, “c”, “ç” dhe “d”, të nënpikës 2.2, është në vlerën deri në 2 500 000 000 (dy miliardë e pesëqind milionë) lekë.
4. Nga fondi i programit për bujqësinë dhe zhvillimin rural, për vitin 2026, përdoret shuma deri në:
a) 159 954 159 (one hundred and fifty-nine million nine hundred and fifty-four thousand one hundred and fifty-nine) lek, for the payment of the unliquidated value for contracts for which the final payment has not been authorized in the investment support measures by the Agency for Agricultural and Rural Development, in accordance with points 2.3 and 3/2, of decision no. 130, dated 6.3.2024, of the Council of Ministers, "On determining the basic criteria of the sectors to be supported and the amount of financing from the fund of the program for agriculture and rural development, for the year 2024", as amended;
b) 9 662 269 (nine million six hundred and sixty-two thousand two hundred and sixty-nine) lekë, for the payment of the unliquidated value, to the beneficiary entities, in implementation of decision no. 150, dated 6.3.2025, of the Council of Ministers, "On determining the basic criteria of the sectors to be supported and the amount of financing from the fund of the program for agriculture and rural development, for the year 2025", as amended.
5. For support measures under letters “a”, “b”, “c”, “ç”, “d”, “dh”, “e”, 'ë” and “f”, according to the definitions of sub-point 2.1, when the available fund is less than the total request for applications made for the respective measure, the amount of financing received per unit (head, hive or ha), as well as in total per subject, is reduced in accordance with this fund. In cases of eventual additions/allocations of the fund, the amount of financing received cannot be greater than the limit for the respective measure, determined in this decision.
The above rule is exempted from applicants with "US" status, who benefit from the maximum amount of funding provided for in this decision, even when the available funds are less than the total request for applications made for the respective measure.
6. For applications for support measures, according to letters “a”, “b”, “c” and “ç”, of sub-point 2.1, of this decision, a field check is carried out for the factual verification of the number of heads/sheep, in no less than 30% of the beneficiary entities, while for applications according to letter “ë”, in no less than 10% of the beneficiary entities, including the control of all entities with an area over 10 (ten) ha.
Each entity, in cases where it is verified that it has benefited more than 20% of the value for which it meets the criteria, is excluded for 3 (three) years from the right to benefit from support measures for agriculture and rural development, financed by the state budget.
7. Beneficiaries of support measures from the program fund for agriculture and rural development are individual farmers, natural persons, legal entities and agricultural cooperation societies (ACS).
8. The Ministry of Agriculture and Rural Development is responsible for the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette".
