At today's meeting, the Council of Ministers approved the decision to establish the Central Real Estate Database Registry, also known as the Fiscal Cadastre. According to the decision, all municipalities in the country are obliged to administer the building tax in this state registry, starting from February 10, 2026.
This decision aims at the creation and operation of a centralized database on real estate and building tax, in accordance with the legislation in force. The registry is created and administered by the General Directorate of Property Tax, in cooperation with the National Agency for the Information Society, to ensure the updating and accuracy of the information.
According to the approved document, the Central Registry contains detailed data on buildings and their units, owners, users, value zones, geographical boundaries, tax base, applicable rates and relevant tax liabilities. It also includes information on arrears interest, fines, refunds and the privatization or construction status of the units.
The country's municipalities will have direct responsibility for registering, updating and correcting data on taxpayers and assets within their jurisdiction, in accordance with administrative or judicial decisions. The registry will also interact with other state databases, including the Real Estate Registry, the Civil Registry, the National Address Registry, the Commercial Registry, the E-TAX system and other platforms of the relevant administrations.
According to the decision, municipalities are obliged to administer the building tax in the Central Register of the Immovable Property Database (Fiscal Cadastre) starting from February 10, 2026. The previous decision no. 273, dated 16.05.2018, on the establishment of the local property tax register, is repealed.
In implementation of this decision, various state institutions, including the Ministry of Finance, the General Directorate of Taxes, the State Cadastre Agency, municipalities and other authorities have been tasked with implementing the new property data and tax system.
