The murder of Edmond Hyka has brought to light his close relationship with Ilir Proda, the current head of the State Police. SHISH and AMP reports mention continuous favoritism, lack of controls and interference in investigations. Hyka, the owner of numerous businesses that have never been touched by the police, is connected to Proda through Ulian Shpataraku, another officer investigated for drug trafficking. The seizure of Proda's phone by SPAK and suspicions of operations being exposed further deepen the suspicion that Elbasan has functioned as an area controlled by crime and not by the law.
The murder of Edmond Hyka in Elbasan, in addition to confirming that drug traffickers obtain licenses, launder income in businesses, become economically empowered and are not affected by the state, also revealed the support he had from the current head of the State Police.
In previous reports by SHISH Antimafia, the Police Supervision Agency and other security services, it appears that in Elbasan, the victim Edmond Hyka was treated as a darling and protege of the general director of police, Ilir Proda.
Their relationship began in late 2021, just a month after Ilir Proda was appointed Deputy Director of Criminal Investigation at the Elbasan District Police Directorate. It turned into a friendship of mutual interests after March 2023, when Ilir Proda was appointed Director of the Elbasan District Police.
The friendship caught the eye of SHISH agents, police officials, and citizens of Elbasan, who reported with classified materials to the Ministers of Interior, to the General Directorate of Police during the time of Muhamet Rrumkullaku, and to Prime Minister Edi Rama.
The victim Edmond Hyka, involved in drug trafficking, money laundering and other criminal offenses, was connected to Chief Police Officer Ilir Proda by Ulian Shpataraku, the head of Anti-Trafficking and Anti-Narcotics in Elbasan, who was suspended from duty and under investigation for the release of a trafficker.
Commissioner Ulian Shpataraku had Hyka under investigation for drug trafficking and distribution, while Ilir Proda had him under investigation for money laundering in Elbasan. Despite these two roles, they established dirty business connections with him.
Edmond Hyka was the owner of the “Hollywood Lounge Bar”, the “Xhaxhi Oil” gas station, car sales and rental services, and the “EL-Taxi” company. These businesses were never inspected by the Elbasan police during the period when they were run by Ilir Proda, although he received extensive information about their activities.
Perhaps their connection was strengthened by the fact that Edmond Hyka had a car sales and rental business in Elbasan, while Ilir Proda also had the same type of business in Tirana, in partnership with trafficker Ylli Cara.
The appointment of Ilir Proda as head of the police has been accompanied by accusations of recommendation and insistence on Prime Minister Edi Rama by drug trafficking, distribution, smuggling and money laundering groups.
The people say that where there is a voice, there is something. With numerous indications and denunciations about Ilir Proda's connections with criminal groups, SPAK has seized his phone and is investigating for the purpose of exposing police actions at the time when he was leading the Elbasan police.
Perhaps SPAK has also found conversations with the murdered businessman Edmond Hyka on Ilir Proda's phone. Prosecutors have previously found his conversations with traffickers, murderers, smugglers and problematic businessmen, when Proda was on duty in the police stations of Tirana, Lezha, Bulqiza, Korça, as head of the anti-trafficking section in the General Directorate and in Elbasan./ Pamphlet
