HIDAA significantly reduces criminal reports, only 16 referrals to officials during 2025...
The High Inspectorate for Asset Declaration and Control continues to turn a blind eye to the "sheikhs" in politics.
Even though we have ministers, deputies, deputy ministers and officials with the wealth of sheikhs, HIDAA has significantly reduced the number of complaints filed with law enforcement or justice agencies in recent years. While there used to be 60-70 lawsuits per year, now HIDAA has dropped to negligible figures.
Referring to the annual report of the past year, HIDAA reports that in 2025 it reported 16 officials. Even for them, there is no reference to which category they belong. To mask this failure, HIDAA tries to play with the balance of several years.
" In this context, the sanctioning activity of the HIDACCI in recent years represents a considerable volume, resulting in 75 administrative measures with fines for the reporting period, as well as 16 criminal referrals and other referrals. Thus, for the period 2014-2025, a total of 2,306 administrative measures 'fines' were applied, and 610 subjects were referred to the Prosecution Institution, the structures of the General Directorate of Taxes/Tax Investigation, the Financial Intelligence Agency, and the State Police, including high-level management officials, such as deputies of the Albanian Parliament, mayors, heads of institutions, judges, prosecutors, high and middle level civil service, etc. ", states the annual report provided by "Pamfleti".
But while the HIDAA amnesties politicians with high assets, it seems that the Special Prosecution Office itself has been put into action. In the past year alone, SPAK has seized asset declarations for 20 senior officials, more than the HIDAA's reports, which have hundreds of files with data ready.
" Following the support of SPAK structures on the investigations launched for officials who are subjects of declaration of private interests, it has made available all the necessary information administered by the High Inspectorate for these subjects. Within the framework of the inter-institutional relationship, during the reporting period, about 20 requests were received and handled by the special structure, making the requested documentation available within the deadlines ", emphasizes HIDAA.
HIDAA only fines those who delay declarations, while it has not detected even a single violation for people at a higher level.
If we look at the declarations that the MPs make to the HIDAA, it is clear who has the assets and who does not. Ilir Meta and Argita Malltezi declared villas endlessly and the HIDAA never remembered to verify the contracts. But SPAK discovered violations and blocked the assets.
The same goes for ministers and MPs who, when they entered politics, had an apartment and a "Golf 4", today they have villas and a "Range Rover". /Pamphlet
