SPAK seems to have started to return to old files that have remained without concrete developments for years. The questioning of Mirela Kumbaro for the demolition of the “Qemal Stafa” stadium is seen as the first signal of a new wave of investigations. But the question that arises is whether the Special Prosecution will go to the most sensational files that affect Albanian politics, such as Gërdeci, “January 21”, the “Haklaj” file, the murder of Artan Santos or the mystery of Ervis Martinaj.
The Special Prosecution Office seems to have started to open old files.
Mirela Kumbaro's summons a few days ago was a clear signal that prosecutors have begun investigating the indictments from several years ago.
Kumbaro was questioned about the demolition of the “Qemal Stafa” stadium and the demolition of the bas-relief that was a “Special Cultural Monument of the First Class”. It collapsed in 2016 and SPAK seems to have opened the file after almost 10 years. The case has been taken over by prosecutor Ols Dado, the one who has Veliaj’s file in hand.
But the question that arises is: Will SPAK go to the other sensational files that have been "sleeping" in a drawer for years?
Undoubtedly, the Gerdec case is an old one. In 2023, SPAK sent Fatmir Mediu for trial, but at that time the case was divided into two parts. SPAK announced that it was also investigating the part of the trafficking of cartridges.
" During the investigations of this criminal proceeding, further actions were also carried out in relation to the procedure for the sale of combat ammunition by the Ministry of Defense and the company "MEICO" to the foreign companies "Evdin" ltd, based in Cyprus and "AEY", based in Florida. Regarding this episode, the preliminary investigations have not been completed and the separation of the criminal case has been decided, registering criminal proceeding no. 279/1 of 2023, for the criminal offenses "Passive corruption of high-ranking state officials or local elected officials" and "Laundering of the proceeds of a criminal offense or criminal activity", provided for by articles 260 and 287 of the Criminal Code ", SPAK stated. In this episode, there were accusations against Shkëlzen Berisha, the son of Sali Berisha, as being involved. However, SPAK has so far forgotten this file.
Undoubtedly, "January 21" remains the most sensitive file. SPAK reopened the case after the Supreme Court's decision, and has even questioned several figures, including former Interior Minister Lulzim Basha, but there have been no concrete developments for 2 years.
A strong file is the “Haklaj” file. The Haklaj family has filed two lawsuits with SPAK against Sali Berisha and other people, who according to them are involved in the Tropoja massacres. 3 years have passed since the first lawsuit and over a year since the second and there have been no developments. Aishe Haklaj was questioned by the prosecutor in the case and that was all.
A very sensational file that was expected to cause an earthquake is that of the murder of former banker Artan Santo. In 2021, SPAK resumed the investigation and was expected to be solved. More than 5 years have passed and no one knows who killed Santo. There has also been talk of names of politicians involved, but the investigations have stalled.
There are also other files, such as health concessions, since only the sterilization one has been closed, while the other 3 have not. It is also awaited with interest what will be revealed from the “Ghost” application. It has been used by several groups after the closure of Sky ECC, but unlike what happened with the latter, SPAK has not yet received much data from partners about “Ghost”. It is said that through it the mystery of the disappearance of Ervis Martinaj can also be revealed.
