Minister Evis Sala's affair will go to SPAK: Price increase for reimbursed
Evis Sala /

From the promise of more reimbursable drugs to an increase of up to 4000%, Health Minister Evis Sala favors drug dealers and financially burdens pensioners and the chronically ill...

Just a few months after taking office, Health Minister Evis Sala has gone against one of her key promises, secretly increasing the prices of medicines on the reimbursement list. According to official estimates, chronically ill people will pay around 48 million euros more per year for the same medicines, while price increases range from 3% to 4000%. The main beneficiaries are companies linked to well-known politicians and businessmen, while the decision-making was made without public consultation and outside of any market logic. The scandal raises serious suspicions of organized corruption to the detriment of public health and requires an immediate institutional investigation.

On the day she took office, the Minister of Health, Evis Sala, declared that one of her five promises, as emergency priorities for increasing the efficiency of health services for the population, was to increase the list of reimbursable medicines and improve their quality.

Minister Evis Sala implemented this priority in reverse, secretly increasing prices, in bargaining with the owners of pharmaceutical companies, at a high financial cost for the chronically ill, most of whom are pensioners.

So, patients who benefit from reimbursed medicines will purchase the non-reimbursable portion at higher prices than until December 31, 2025, as from January 1, 2026, the Minister of Health, Evis Sala, in collaboration with drug dealers, has increased prices.

According to the ministry's calculation of increased prices, it results that from the reimbursement list alone, chronically ill patients, for the same type and quantity of medicines, will pay around 48 million euros more per year, an amount that translates into increased profits for traders.

Minister Sala's scandal lies in the fictitious calculation of drug prices in the reimbursement list, with increases ranging from 3% to 4000%, a fact that shows that we are not dealing with health reform or support for the sick, but with their extortion and favoritism of drug dealers.

This is a financial affair to the detriment of citizens, because for some medicines and medical supplies, minimal price increases have been made, while for most of them, extreme increases have been imposed, unprecedented in the last 20 years.

If you examine the list of reimbursable drugs whose prices have increased, it is found that the biggest beneficiaries of this increase are the pharmaceutical companies of Tomë Doshi, DP MP Kliti Hoti, his brother-in-law Dorian Sadiku, Janis Karathanos, Klodian Allajbeu, Rasim Hamzaraj, cousin and partner of Petrit Vasili, as well as the trafficker and smuggler Ilir Shehu, partner in the pharmaceutical business with Olta Xhaçka's husband.

In addition to the high prices, the Minister of Health, Evis Sala, and the Director of the Health Care and Insurance Fund, Arti Papajani, have added more types of medicines and medical materials to the reimbursement list for these beneficiaries.

It is not claimed that Minister Evis Sala personally drafted the formula for calculating drug prices, but she accepted the merchants' bargain for price increases and approved it immediately, which logically could not have happened without her benefit.

If the price increase were uniform for all medicines on the reimbursable list and in reasonable proportion to the market, it would be done through consultation with all interested parties.

But when the price increases for medicines range from 3% to 4000% and are set secretly, we are dealing with a corruption affair, or more precisely, with an organized theft scheme that the minister and the medicine dealers are committing on the sick./ Pamphlet
