European nations are working with Ukraine on a 12-point proposal to end Russia's war along the current battle lines, rejecting Vladimir Putin's renewed demands to the US that Kiev hand over territory in exchange for a peace deal.

After Russia follows Ukraine’s lead in agreeing to a ceasefire and both sides commit to halting territorial advances, the proposals envision the return of all children deported to Ukraine and an exchange of prisoners. Ukraine would receive security guarantees, funds to repair war damage and a path to quickly join the European Union.
Sanctions on Russia will be gradually lifted, although about $300 billion in frozen central bank reserves will only be returned after Moscow agrees to contribute to Ukraine's post-war reconstruction. The restrictions will be reinstated if Russia attacks its neighbor again.
Moscow and Kiev would enter into negotiations over the governance of the occupied territories, although neither Europe nor Ukraine will legally recognize any occupied land as Russian, the people said.
Russia has so far rejected calls to end fighting along existing lines, despite heavy casualties in the war, now in its fourth year. Details of the plan are being finalized and could still change, the sources warned, asking not to be identified for private discussions. Any proposal would also require Washington's approval, and European officials could travel to the United States this week, the sources said.
The proposal echoes calls made by Trump last week to immediately freeze the conflict along current lines before negotiations begin. After a phone call with Putin and a meeting at the White House with Ukrainian President Volodymyr Zelenskiy, the US president said that Russia and Ukraine should stop where they are.
“ Enough blood has been shed, with property lines being defined by War and Courage ,” he said in a post on Truth Social.
He reiterated his stance in comments to reporters aboard Air Force One, saying both sides should stop fighting now, go home, stop killing people and get it over with, adding that they could discuss territory later.
